The period covered
by any statement begins on the day after the closing date of the last
campaign statement filed, or January 1, if no previous statement has
been filed for the calendar year.

General purpose recipient
committees (PAC’s) which make aggregate contributions and/or independent
expenditures of $500 or more during the period covered by a pre-election
statement are required to file pre-election statements accordingly.
Such pre-election requirements also apply to slate mailer organizations,
which receive or make payments of $500 or more for the production
of one or more slate mailers during the pre-election period.

Candidates being voted
upon, their controlled committees, and committees primarily formed
to support or oppose candidates or measures being voted upon must
send the 2nd pre-election statement by personal delivery or guaranteed
overnight mail (i.e., must be postmarked on or before the deadline
by a guaranteed overnight delivery service, if sent by mail).4 Late
contribution reports (LCR’s), late independent expenditure reports
(LIER’s), and late payment reports (LPR’s) must be sent by guaranteed
overnight delivery, telegram, personal delivery, or facsimile transmission
(e.g., the fax number for the Secretary of State’s Political Reform
Division is 916-653-5045). A filer who makes a late in-kind contribution
must notify the recipient in writing of the fair market value of the
in-kind contribution within 24 hours, in addition to filing the late
contribution report with filing officers within 24 hours. The recipient
of the late in-kind contribution must file a late contribution report
within 48 hours of obtaining the benefit, possession or control of
the late in-kind contribution.
