Workforce, Senior and Multi-Family Housing: Providing Solutions and Delivering the American Dream
California Community Redevelopment Law requires that not less than 20% of the tax increment revenue be used to increase, improve or preserve the supply of housing for very low-, low- and moderate-income households.
The Agency has developed a multifaceted strategy to leverage its housing monies with other public and private funding sources to create a greater number of homes than if the Agency were to build those units, thus creating maximum impact with the limited funding available.
- Completed Projects
- Coppergate – 120 town homes with 18 affordable units
- Sycamore Place I and II –80 affordable senior units developed, owned and managed by Christian Church Homes
- Sycamore Square – 53 single family residences with 8 affordable units
- Arbor Village – 66 single family homes with 10 affordable units
- First Street 8-plex – 8 apartments with 2 affordable units built and managed by a local developer.
- Brentwood Senior Commons – a Eden Housing project of 80 affordable senior apartments
- Casitas del Sol – a local developer project with 9 single family residences
- Green Valley Apartments – 28 apartments with 27 affordable units operated by Mercy Housing
- Villa Amador – 96 affordable apartments to be built by Mercy Housing
- Habitat for Humanity – Two family, owner-occupied units in the Downtown area, originally built with Agency funding and recently rehabilitated with Agency funding to bring units up to modern conveniences.

- Palmilla – 62 single family homes with 9 affordable units
Approximately four hundred safe, decent and well made housing units are or will be made available in Brentwood through the assistance of the Agency

Sycamore Place I and II
Christian Church Homes owns and operates two 40-unit senior apartment complexes, known as Sycamore Place I and II. Each development consists of 39 one-bedroom units and 1 two-bedroom unit for on-site manager. Sycamore Place I and II also have a community building funded by the Redevelopment Agency for use by residents for events, social gatherings and special activities. The community building consists of the manager’s office, laundry room, community room, kitchen and maintenance room. Residents enjoy a patio and outdoor sitting areas around the community building. The grounds are landscaped and include a community gardening area. The site is gated and has a pedestrian connection between Sycamore Place I and II. Residents can also avail themselves of the bus stop funded by the Agency.
First Street 8-plex
The original homes located on this site were two-room, 400 square foot dwellings used for farm workers in Brentwood’s early history. The homes fell into such disrepair that the property owner boarded the shacks and left them vacant for several years. Located at 449 First Street, this locally developed project now boasts two four-plexes with carports. Because of the 15% affordability requirement on all newly constructed residential projects in the Redevelopment Project Area, and because the development is small in size, the mandated affordable requirement increased the burden from 15% to 25%. This burden threatened the financial feasibility of the project. Working with the owner/developer, the Agency contributed $87,000 towards payment of development fees to offset the additional financial duty of the housing restriction. Today, the four-plexes stand where blight once existed.

Brentwood Senior Commons
The Agency and City has partnered financially ($1 million low interest loan) with the Eden Housing, Inc. to develop Brentwood Senior Commons, an 80 senior apartment complex on Oak Street. An independent senior living facility, Brentwood Senior Commons will consist of 70 units as rental housing for very-low income seniors and 9 units for extremely-low income seniors. One unit will be available as a manager’s unit. Each unit comes with washer/dryer and a semi-private outdoor space, such as a front porch or balcony. In addition to the on-site community room, swimming pool and Jacuzzi; residents will enjoy easy access to Downtown shops and restaurants, City’s senior center, library, post office, City Hall and Heron Park.

Casitas Del Sol
RHS Construction is a small local developer with a 9 unit town home development project. This development, located at 159 Sycamore, provides market-rate homes in an area that is perceived to be predominately “affordable” in nature. The Agency participated in this venture by selling its property to the developer.
Villa Amador
Villa Amador, located at the corner northeast corner of Shady Willow Lane and Sand Creek Road, comprises of 14 building, 96 unit very low income family apartments. This project, funded by the Agency and City with a $2 million low interest loan, owes it name to Abe Amador, a longtime community member and advocate. Representative of his legacy, Villa Amador’s very low income residents includes apartments for 23 farm worker families. The project includes an on-site community center with after school programs, job training and health and financial education.
