NOTICE OF AVAILABILITY

of the

DRAFT DOWNTOWN SPECIFIC PLAN AND ITS

DRAFT ENVIRONMENTAL IMPACT REPORT

 NOTICE IS HEREBY GIVEN that the City of Brentwood, as Lead Agency, has completed the Draft Downtown Specific Plan and its Draft Environmental Impact Report.

Project Description:

The Downtown Specific Plan establishes the coordination of public and private investment in the City’s Downtown district to fulfill the community’s intention for the Downtown to remain as the heart of the Brentwood community. It is both a policy document and an implementation tool that contains strategies to manage growth and regulatory policies to guide and govern future development within the Specific Plan Area.

Under the legal authorization established in Article 8 of the State of California Government Code (Section 65450-65457), the Downtown Specific Plan establishes the primary means of regulating land use and development within the Specific Plan Area. It also establishes the primary means of planning City actions and investments in support of the growth and revitalization of the Downtown district.

In compliance with the California Environmental Quality Act (CEQA), the Environmental Impact Report (EIR) describes the environmental consequences that would result from the land uses and development proposed in the Downtown Specific Plan. It also discusses alternatives to the proposed land uses and development, and proposes mitigation measures that will offset, minimize, or otherwise avoid significant environmental impacts. This EIR has been prepared in accordance with CEQA, California Resources Code Section 21000 et seq.; the Guidelines for California Environmental Quality Act (California Code of Regulations, Title 14, Chapter 3); and the rules, regulations, and procedures for implementing CEQA as adopted by the City of Brentwood.

Project Location:

The proposed project is located with Downtown Brentwood in Contra Costa County, California. The project area consists of approximately 205 acres around the City’s historic center at the intersection of Oak Street and the Union Pacific Railway. In general, the project area is located in the central portion of the City along Walnut Boulevard and State Route (SR) 4 to the west, Fir Street to the south, Third Street to the east and Brentwood Boulevard to the north.

Availability:

The Draft Downtown Specific Plan and its Draft Environmental Impact Report are available for a 45-day review period commencing July 13, 2005, and ending August 26, 2005. Copies are available for review at the City’s Community Development Department, 104 Oak Street, Brentwood. The documents can be purchased (hard copy or CD) for the cost of copying, and can also be reviewed by visiting the City’s website.
