WATER SERVICE WORKER II

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

SUMMARY DESCRIPTION
Under supervision (Water Service Worker I) or general supervision (Water Service Worker II) of assigned supervisory or management staff, performs a variety of field service duties including meter reading, inspection, maintenance and customer service oriented work related to the water distribution system; reads meters on an assigned route either manually or by radio-read equipment; performs duties related to a full range of service orders including to turn meters on/off, perform re-reads, and replace lids at customer request; performs underground water system maintenance work; ensures quality customer service to City consumers; and assists in various department functions as assigned.

IDENTIFYING CHARACTERISTICS
Water Service Worker I – This is the entry level class in the Water Service Worker series performing routine and less complex water maintenance duties while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Water Service Worker II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is acquired, the employee performs with increasing independence and responsibility and is expected to be performing at the “II” or journey level within the prescribed time frame. Advancement to the “II” level is based on demonstrated proficiency in performing the full range of assigned duties, possession of required certifications, and is at the discretion of higher level supervisory or management staff.

Water Service Worker II – This is the full journey level class within the Water Service Worker series. Employees within this class are distinguished from the Water Service Worker I by the performance of the full range of duties as assigned including the more complex duties related to meter reading, inspection, maintenance, customer service and underground water system maintenance. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class are flexibly staffed and are generally filled by advancement from the Water Service Worker I level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the higher classification of Senior Water Service Worker which performs duties requiring a higher level of technical knowledge in water meter repair and billing information systems maintenance as well as providing lead direction to lower level staff.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Performs meter reading, inspection, maintenance and customer service oriented work related to the water distribution system; performs underground water system maintenance work.
  2. Reads meters on an assigned route either manually or by radio-read equipment; uploads and downloads information into radio read and/or hand held devices; troubleshoots radio read issues with vendor as required.
  3. Operates and is proficient with the use of PDA’s or hand held computers to receive and close out work-orders in the field as necessary.
  4. Identifies properties and various sites throughout the City and records through GPS; downloads data to City computers.
  5. Inspects meters and lines for damage or leaks; installs and exchanges water meters; repairs minor leaks; replaces meter lids; reports inoperative or damaged meters, bypassed meters and related problems; clears or reports meters obstructed by landscaping; prepares service requests as necessary.
  6. Investigates unusual readings and customer complaints regarding high bills, taste and odor, and pressure related problems; re-reads meters as necessary; resolves problems or prepares work orders for follow-up.
  7. Performs basic laboratory tests related to water quality.
  8. Performs customer service duties in the field as necessary including service turn-ons and turn-offs and hanging door hangers related to service and delinquent accounts.
  9. Installs service lines, meters and related appurtenances; performs varied facility maintenance work as required; performs a variety of heavy physical work in the installation, maintenance and repair of water distribution and other underground lines.
  10. As assigned, participates in organizational and community group meetings; addresses and responds to service questions, inquiries and complaints; provides information to customers or refers to others as appropriate; maintains good public relations; notifies customers as required.
  11. Operates City vehicles; inspects and fuels vehicles and performs minor maintenance; orders parts and supplies as necessary.
  12. Observes safe work methods and safety precautions.
  13. Performs related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a meter reading program. Practices, methods, techniques and materials used in reading, maintaining, troubleshooting, operating and repairing water meters, water distribution and underground lines and related equipment. Methods and techniques of troubleshooting and testing meters. Operational characteristics of meter reading devices and related tools and equipment. Geography of assigned route and location of meters. Principles and practices of customer service. Basic mathematical principles. Principles and practices of record keeping. Basic plumbing practices. Standard water billing procedures. Occupational hazards and standard safety procedures. Office procedures, methods, and equipment including computers and applicable software applications.

Ability to:
Perform maintenance and repair on a variety of water production and distribution facilities. Read and accurately record water meter readings. Upload and download information into radio read and hand-held devices. Read and interpret maps and plans. Complete and maintain accurate records and reports. Perform arithmetic computation quickly and accurately. Deal tactfully and courteously with the public, often in difficult or strained circumstances. Maintain good customer relations with consumers. Safely and effectively operate the tools and equipment used in water meter installation and maintenance. Identify and report meter discrepancies or malfunctions. Operate desktop and laptop computers and software associated with area of assignment. Work independently in the absence of supervision. Understand and carry out oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Water Service Worker I
Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Six months of maintenance or related work experience is desirable.

License or Certificate:
Possession of, or ability to obtain, an appropriate driver’s license. Possession of, or ability to obtain, a Grade I Water Distribution Operator certificate issued by the State of California Department of Health Services within 12 months of employment. Possession of a Class A Water Sampling Certificate issued by an accredited laboratory is desirable. Possession of a Backflow Prevention Assembly Tester certificate issued by American Water Works Association is desirable.

Water Service Worker II
Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years of experience in reading or servicing utility meters and performing general maintenance comparable to a Water Service Worker I with the City of Brentwood.

License or Certificate:
Possession of, or ability to obtain, an appropriate driver’s license. Possession of a Grade II Water Distribution Operator certificate issued by the State of California Department of Health Services. Possession of a Class A Water Sampling Certificate issued by an accredited laboratory is desirable. Possession of a Backflow Prevention Assembly Tester certificate issued by American Water Works Association is desirable.
