WATER DISTRIBUTION WORKER II

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

SUMMARY DESCRIPTION
Under supervision (Water Distribution Worker I) or general supervision (Water Distribution Worker II) of the Water Distribution Supervisor, performs a variety of skilled and semi-skilled duties associated with the installation, maintenance, and repair of the water distribution system and non-potable water system; ensures an uninterrupted supply of quality potable and non-potable water to the customers of the City; and operates and maintains a variety of heavy equipment and hand and power tools and equipment.

IDENTIFYING CHARACTERISTICS
Water Distribution Worker II – This is the full journey level class within the Water Distribution Worker series. Employees within this class are distinguished from the Water Distribution Worker I by the performance of the full range of duties as assigned including the more complex installation, maintenance, and repair duties, operating a variety of equipment, and providing training to less experienced Water Distribution Workers. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class are flexibly staffed and are generally filled by advancement from the Water Distribution Worker I level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the next higher classification of Senior Water Distribution Worker, which provides lead direction to assigned crews.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Performs a variety of skilled and semi-skilled duties associated with the installation, maintenance, and repair of the water distribution system and non-potable water system including: main line repair; service line installation, replacement, and repair; main line valve installation, replacement, and repair; water main line flushing; pipe cutting; line tapping; water meter installation, replacement, repair, and testing; and main line and hydrant valve turning and flushing.
  2. Performs a full range of system maintenance duties including to install and maintain all appurtenances associated with the water distribution system; installs, repairs, and replaces fire hydrants.
  3. Exercises and maintains distribution system valves using a variety of manual and motorized tools and equipment.
  4. Installs, replaces, and tests backflow devices.
  5. Operates a variety of tools and equipment including backhoes, dump trucks, jack hammers, pavement saws, compressors, pneumatic tools, and hand and power tools; loads and unloads vehicles and equipment.
  6. Cuts, breaks and removes surfaces; installs and repairs sidewalks, curbs, gutters and fences; digs, shovels, hauls, loads and unloads materials; rolls and irons asphalt as necessary.
  7. Performs Geographic Information System (GIS) duties for the CMMS system including valves, cathodic test stations, and fire hydrants.
  8. Assists with sampling duties related to the water distribution system including collecting and exporting water samples; monitors water quality instruments.
  9. Protects water mains and storage facilities from corrosion effects.
  10. Performs leak detection and correlation duties as necessary.
  11. Performs utility locates as necessary; locates mainlines and services; marks location of underground water lines.
  12. Assists in performing walkthroughs and inspections of new water lines.
  13. Assists in coordinating system shut downs for contract work including monitoring system pressure.
  14. Performs emergency repairs as necessary; responds to emergency calls at irregular hours.
  15. Assists in creating and implementing traffic control plans; conducts traffic control when working in high traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic around work sites.
  16. Responds to public inquiries in a courteous manner; provides information within the area of assignment including explaining water distribution procedures; resolves complaints in an efficient and timely manner.
  17. Assists other divisions with maintenance work as assigned.
  18. Performs related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of water distribution systems. Materials, methods, techniques, and terminology used in maintenance and repair activities related to the maintenance, installation, and repair of water distribution infrastructure. Operational characteristics of maintenance and construction equipment and tools used in work activities. Proper procedures used in the maintenance and repair of hand and power tools. Practices and procedures of traffic control. Basic mathematical principles. Basic principles and practices of record keeping. Safety requirements for operation of trucks and other equipment. Occupational hazards and standard safety procedures. Office procedures, methods, and equipment including computers and applicable software applications.

Ability to:
Perform a full range of semi-skilled and skilled tasks involved in the maintenance, installation, and repair of the City’s water distribution infrastructure. Operate a variety of tools and equipment used in maintenance and construction. Read and interpret blueprints, diagrams and sketches. Perform heavy manual labor. Drive and operate trucks and construction equipment. Safely and effectively operate a variety of maintenance and construction equipment, tools and materials. Respond to distribution system maintenance/repair emergencies. Operate office equipment including computers and supporting software applications. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years of experience in the installation, maintenance and repair of water distribution systems comparable to a Water Distribution Worker I with the City of Brentwood.

License or Certificate:
Possession of, or ability to obtain, an appropriate driver’s license. Possession of a Grade II Water Distribution Operator Certificate issued by the State of California Department of Health Services. Possession of a Class A Water Sampling Certificate issued by an accredited laboratory is desirable. Possession of a Backflow Prevention Assembly Tester Certificate issued by the American Water Works Association is desirable.

Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
