Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

Under supervision (Wastewater Laboratory Technician I) or general supervision (Wastewater Laboratory Technician II) of the Wastewater Operations Manager or other assigned supervisory staff, performs standard chemical and biochemical analysis of water, raw and digested sludges, sewage, and similar materials as required by the State Department of Water Resources; collects samples for laboratory testing; operates and maintains a variety of laboratory equipment; maintains laboratory data on computerized system; and performs other related duties as required.

Wastewater Laboratory Technician II – This is the full journey level class within the Wastewater Laboratory Technician series. Employees within this class are distinguished from the Wastewater Laboratory Technician I by the performance of the full range of duties as assigned including the more complex laboratory duties, operating a variety of equipment, and providing training to less experienced Wastewater Laboratory Technicians. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class are flexibly staffed and are generally filled by advancement from the Wastewater Laboratory Technician I level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Wastewater Operations Manager by that classifications responsibility for daily supervision of the division.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Performs routine qualitative and quantitative chemical and biochemical analysis of sewage, water, soil, or other materials by standardized and predetermined methods, including detailed testing of wastewater to assure meeting discharge requirement for NPDES permit.
  2. Performs routine and specialized tests and analysis on raw and digested sludges and water, including tests for volatile and suspended solids, total dissolved solids, alkalinity, total hardness, pH, biochemical oxygen demand, total and fecal coliform (MPN and Colilert), standard plate counts, and other tests.
  3. Collects a variety of water and wastewater samples at the wastewater treatment plant, creeks, and within the water distribution system; logs all samples taken from the field.
  4. Operates a variety of equipment, such as spectrophotometer, dissolved oxygen meters, pH meters, and turbidimeters; cleans, washes, sterilizes, calibrates, and maintains equipment and apparatus used in all tests and analysis.
  5. Prepares microbiological media.
  6. Performs routine calculations in making tests and writing reports.
  7. Drafts standard operating procedures or updates current procedures as needed, for review such as a chemical hygiene plan.
  8. Records a variety of test data and keeps records pertaining to analysis through the use of a computerized Laboratory Information Management System (LIMS).
  9. Maintains laboratory records and prepares laboratory reports.
  10. Performs quality control tests on laboratory procedures and maintains the quality control program and records.
  11. Conducts inventory of chemicals, reagents, solutions, and other supplies and equipment essential to laboratory operation; orders supplies and minor testing equipment as necessary.
  12. Communicates with operators and management staff regarding how the system is functioning based on laboratory tests performed.
  13. Assists in overseeing and training lower level technicians and/or other staff in the maintenance of laboratory equipment, laboratory procedures, and mixing of solutions as assigned.
  14. Ensures adherence to safe work practices and procedures as well as federal and state laws, rules, and regulations.
  15. Participates in special projects as assigned.
  16. Performs related duties as required.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a laboratory. Modern laboratory techniques and procedures as related to the analysis of water and wastewater. Statistics as applied to chemical and biological testing procedures. The care, maintenance, and operational requirements of laboratory equipment and apparatus. Physical plant characteristics, seasonal changes in treatment system operation and available options in process operations. State Laboratory Accreditation procedures and required records. The principles of organic and inorganic chemistry. Microbiological techniques and procedures applicable to public water and wastewater systems. Sampling procedures and field equipment. Basic mathematics. Occupational hazards and standard safety practices. Pertinent federal, state, and local laws, codes and regulations pertaining to public water and wastewater systems.

Ability to:
Conduct routine chemical, biological, and bacteriological examinations and analyses. Conduct routine mathematical calculations. Recognize treatment process efficiency, or problems by observation of physical properties and/or chemical examination. Operate appropriate safety equipment. Recognize health and safety hazard connected with plant operations and maintenance. Set up and maintain Laboratory Accreditation including acceptable QA/QC program. Operate office equipment including computers and supporting software applications. Safely and effectively operate the tools and equipment used in the operations, analysis and testing procedures. Prepare and maintain clear, concise, and technical reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Wastewater Laboratory Technician II
Equivalent to the completion of an Associate’s degree from an accredited college or university with major coursework in biology, microbiology, chemistry, or a related field.

Three years of experience conducting a variety of physical, chemical and biological tests comparable to a Wastewater Laboratory Technician I with the City of Brentwood.

License or Certificate:
Possession of, or ability to obtain, an appropriate driver’s license. Possession of a CWEA Laboratory Certificate, Grade II.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
