PARK/MAINTENANCE MANAGER

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

SUMMARY DESCRIPTION
Under administrative direction of the Director of Parks and Recreation, directs, manages, supervises, and coordinates the activities and operations of the Parks Division within the Parks and Recreation Department including the construction, development, maintenance and repair of City parks, landscape areas and facilities and buildings as assigned; oversees the planning and development of the City’s park system, open space, trails, and landscaped parkways; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Parks and Recreation.

IDENTIFYING CHARACTERISTICS
The Park/Maintenance Manager is considered a Division Manager with responsibility for the management of a Division that includes several line areas/sections or functional work groups of significant depth and complexity. Responsibilities include overall administration and implementation of a Division including development of Division objectives and design and implementation of supporting units, programs, processes, policies, and/or procedures to successfully achieve those objectives. A Division Manager is also responsible for the development, administration, and control of the associated budget(s). This classification is distinguished from the next lower classification of Park/Maintenance Supervisor by overseeing all programs and operations, as well as having the administrative responsibilities for the division. This classification is further distinguished from the Director of Parks and Recreation, which has responsibility for overall department management in a variety of program areas.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Assumes management responsibility for assigned services and activities of the Parks Division including designing, planning, developing, evaluating, monitoring and coordinating the maintenance, repair, development and construction of City parks, landscaped areas, janitorial and assigned buildings and facilities; oversees the planning and development of the City’s park system, open space/weed abatement, trails, and landscaped parkways.
  2. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  4. Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  5. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  6. Oversees and participates in the development and administration of the Division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approve expenditures; implements adjustments.
  7. Manages a variety of contracts including landscape, janitorial, electrical, mechanical, tree maintenance and weed abatement; ensures work is in compliance with specifications.
  8. Reviews and develops standards for all construction documents, specifications and bid documents for assigned department.
  9. Coordinates and reviews project activities to ensure project is progressing on schedule and within prescribed budget and that work is within required City guidelines; assists in resolving discrepancies as necessary.
  10. Conducts research and prepares schedules and projections for future landscape and park needs.
  11. Reviews and/or prepares preliminary designs of parks, landscape easements, open space, wetland mitigation areas, and buildings for the department; ensures they conform to city, county, state, and federal standards and regulations.
  12. Reviews bid submittals for conformity to contract specifications; advises City Council of appropriate selection of bidder.
  13. Plans, coordinates and reviews the work plan for assigned projects and responsibilities which may include the negotiation of contracts for the maintenance, repair and development of City parks, landscaped areas and recreation fields; provides administrative and technical direction to staff; ensures compliance with various reporting requirements.
  14. Prepares plans, specifications and cost estimates for system modification projects; assists the Director in conducting the formal selection of required consultants; negotiates and prepares contracts with outside consultants including mechanical and electrical design engineers, and maintenance contractors; and reviews plans and specifications for parks. Oversees and participates in reconfigurations and building of partition office space as necessary.
  15. Prepares and presents long range plans and forecasts for space, operational, maintenance and equipment requirements; assists in the preparation, coordination and control of the capital improvement budget for the parks program.
  16. Oversees the implementation and updating of the City’s Parks, Trails, and Recreation Master Plan.
  17. Directs and coordinates research and preparation of schedules, projections, and expenditures concerning landscape development needs and plans.
  18. Directs and oversees all capital improvement projects including park improvement and expansion projects, development of new and improved community facilities, and trail development/preventative maintenance; inspects capital improvement projects to ensure project is progressing on schedule and within prescribed budget and that work is within required City guidelines; assists in resolving discrepancies as necessary.
  19. Coordinates the negotiation with developers for the development and construction of, parks, and other landscape areas.
  20. Assists with new development designs; reads and interprets engineering plans; develops project budgets; solicits bids from contractors and makes recommendations for new construction; manages and oversees contracts and projects; provides basic plan checking for compliance with specifications; reviews change orders.
  21. Maintains inventory control; solicits bids and prepares specifications for purchasing of supplies, equipment and materials; seeks alternative forms of funding including grant applications; prepares and manages materials and labor for City festivals and special events.
  22. Serves as the liaison for the Parks Maintenance Division with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
  23. Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
  24. Provides responsible staff assistance to the Director of Parks and Recreation; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to parks maintenance programs, policies, and procedures as appropriate; and represents City to property management company at Brentwood Technology Center.
  25. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of parks maintenance and park planning and development; incorporates new developments as appropriate.
  26. Performs related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a comprehensive municipal park maintenance and development program including City parks, landscaped areas and related facilities. Modern and complex principles and practices in maintaining a parks maintenance program. Methods, practices, materials, tools and equipment common to a parks maintenance program. Principles and practices of program development and administration. Ability to:
Oversee and participate in the management of a comprehensive parks maintenance and development program. Oversee, direct, and coordinate the work of lower level staff. Select, supervise, train, and evaluate staff. Participate in the development and administration of division goals, objectives, and procedures. Prepare and administer large program budgets. Prepare clear and concise administrative and financial reports. Plan, lay out, coordinate, schedule and direct the work of others performing parks, and landscape design, development and acquisition. Read and interpret construction plans and specifications and interpret them to others. Prepare contract documents and specifications for the construction, development, and landscaping of parks, parkways, trails, and open space areas. Negotiate contracts with and coordinate project consultants. Review and interpret designs, plans, and specifications for compliance with current standards, laws, codes, and regulations for solutions to problems, cost estimating, and constructability. Ensure that safety principles are observed and practiced. Courteously respond to community issues, concerns and needs. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State, and local policies, laws, and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a closely related field.

Experience:
Five years of experience in the construction, maintenance and improvement of parks and landscaped areas, including, three years of administrative and supervisory responsibility.

License or Certificate:
Possession of, or ability to obtain, an appropriate driver’s license. A Qualified Applicators Certificate issued by the California Department of Pesticide Regulation is required within six months of employment. A Certified Arborist Certificate is desirable. A Pest Control Advisor Certificate issued by the California Department of Pesticide Regulation is desirable.
