SENIOR COMMUNITY DEVELOPMENT ANALYST
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
Under general direction from a Community Development Manager, Assistant Director of Community Development and/or the Director of Community Development, performs a wide variety of complex and highly responsible professional level duties involving programs, projects, and activities related to the implementation and administration of projects that support Building, Planning, Redevelopment and Housing, and/or Economic Development Divisions; serves as project manager on assigned projects and programs; may provide supervision to assigned clerical/administrative staff; coordinates assigned activities with other functions, divisions, outside agencies, and the general public; and serves as staff liaison to various local organizations and the public on assigned Community Development related matters.
This is the advanced journey level class in the professional Community Development Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including serving as a senior technical resource providing advanced technical support, research, analysis, and project management related to the implementation and administration of various projects that support any division of the Community Development Department. This class participates in the formulation, processing and implementation of City policies, procedures, and programs. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Performs a variety of advanced professional level research, administrative, operational, financial, and analytical duties in support of various projects and programs in support of Building, Planning, Redevelopment and Housing, and/or Economic Development, including participation in the development of recommendations for immediate and long-term strategies, plans, and programs for the Community Development Department; participates in the development and implementation of goals, objectives, policies, and priorities for Community Development projects and programs.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and program areas; researches, implements, and administers policies, procedures and changing business practices and processes for assigned area; coordinates, structures, and oversees on-going or special programs as assigned including, but not limited to, planning and implementation of the City’s and Redevelopment Agency’s approved housing production and affordable housing programs, establishing and amending redevelopment plans, negotiating commercial, industrial and residential development agreements, assisting with acquisition and disposition of real property, developing and managing attraction, retention and expansion programs for local business and job creation programs, managing high-profile projects and programs, and other special projects as assigned.
- Interprets and applies federal, state, and other legislation and regulations that apply to assigned functions and program areas in order to apply those resources in meeting local priorities. Compiles and monitors labor, population and real estate markets, information and trends; develops materials for and maintains website and related information systems.
- Participates in the development and management of various division operations and capital improvement budgets as assigned, as well as individual program and project budgets; provides recommendations to finance projects and programs; locates and integrates suitable financing sources and implements funding strategies through federal, state, and local banking and private sources, prepares sales tax, developer fee, and tax increment revenue projections, and assists in establishing and updating developer and user fee programs. Monitors, analyzes and manages division, project and program budgets including tracking funds, tax increment sharing agreements, grant programs, and Redevelopment and Housing payments to and from participants.
- Prepares media publications and press releases; designs forms, brochures and other information packages utilizing computer graphic programs including the development of marketing publications for Community Development programs and projects.
- Negotiates, prepares, and monitors the development, construction, and implementation of development, redevelopment, housing and economic development agreements; assists developers, homeowners and businesses in understanding and complying with City requirements; coordinates program, project and development requirements and issues, including preparing and presenting recommendations and reports to appropriate approval bodies such as council, commission, boards and committees.
- Maintains inventory of inclusionary and affordable housing stock within the City and within the Redevelopment Project Areas; tracks and maintains ongoing affordability restrictions and reports.
- Serves as a resource for businesses and developers of commercial, industrial and affordable housing, both for-profit and non-profit; assists with the review of requests/proposals for City and Agency financial assistance and associated financial proformas to enable the development of commercial, industrial and affordable housing, for assistance with marketing, promotion, business establishment, expansion and retention programs, and job creation opportunities in compliance with Agency and City approved programs and policies; and participates in negotiations related to the level of City and Agency financial participation.
- Conducts training classes for eligible applicants, contractors, lenders, title companies, and developers to educate the attendees on various City’s grant and loan programs, or other assigned program or project areas.
- Performs program development, management and underwriting functions to determine qualification of eligible applicants for grant, loan and housing programs.
- Participates in a full range of administrative functions including, but not limited to: re-sale controls and purchase options, mandated reporting, implementation plans, residential relocation and replacement housing plans, general plans, specific plans, housing element amendments, housing production plans, economic strategic plans, business assistance services, transportation measures and plans, and over concentration, eligibility and affordability levels.
- Represents various divisions of Community Development depending on program, project or assignment and collaborates with other City officials, boards, committees, task forces, external organizations, general public and staff; coordinates assigned project or program activities with other City functions including finance, engineering, public works, administration, legal, police and parks.
- Prepares administrative, operational and financial reports including the preparation of conclusions, recommendations and forecasts based on data summaries and other findings; consults with Community Development and City staff, outside agencies, and associations to obtain information; advises management staff of emerging issues.
- Prepares and presents staff reports and other necessary documents or correspondence to appropriate boards, groups, and/or committees.
- Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, or a related field that pertains to the scope of work. A Master’s degree is desirable.
Four years of increasingly responsible professional experience in economic development, redevelopment, affordable housing, urban planning, or a related field that pertains to the representative duties including experience related to program research, analysis, development, administration, project and program evaluation and monitoring, financing, and/or subdivision map processing depending on area of assignment.
License or Certificate:
Possession of an appropriate driver’s license.

Environment: Work is performed primarily in a standard office environment with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.
