SOLID WASTE SUPERVISOR

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

SUMMARY DESCRIPTION
Under direction of the Solid Waste Manager, supervises, assigns, reviews, and participates in the work of staff responsible for the pick up, transport and disposal of residential, industrial and commercial waste and recycled materials; assists in overseeing the maintenance of the City’s transfer facilities and equipment maintenance; ensures work quality and adherence to established policies and procedures; coordinates assigned activities with other divisions and outside agencies; maintains appropriate work records including time cards and work orders; serves as a technical resource for assigned work crews; and performs the more technical and complex tasks relative to assigned area of responsibility.

IDENTIFYING CHARACTERISTICS
The Solid Waste Supervisor is considered a supervisory level with responsibility for assigning and supervising the work crews engaged in pick up, transport and disposal of residential, industrial and commercial waste and recycled materials. Positions in this class contribute to the overall management of the Solid Waste Division by participating in the development of policies and procedures, developing and implementing program goals and objectives while providing conformance to overall departmental goals and objectives, and participating in the development and monitoring of budgets. Positions in this class exercise considerable discretion and independence in coordinating assigned segments of the City’s solid waste programs. The Solid Waste Supervisor differs from the Senior Solid Waste Equipment Operator by the performance of full supervisory responsibilities.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the pick up, transport and disposal of residential, industrial and commercial waste and recycled materials; schedules and dispatches crews and provides technical assistance in order to resolve problems.
  2. Establishes schedules and methods for providing solid waste services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
  3. Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
  4. Participates in the selection of assigned solid waste staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
  5. Participates in the preparation and administration of assigned program budget; submits budget recommendations; monitors expenditures.
  6. Performs the more technical and complex tasks of the work unit including plan check verification of complex plans.
  7. Monitors routes and ensures procedures are completed in a satisfactory and thorough manner and in compliance with City, departmental and safety policies and procedures; responds to and resolves complex work related or equipment operating problems.
  8. Responds to accidents and injuries and coordinates completion of necessary paperwork as necessary; oversees, coordinates and conducts tailgate and safety meetings.
  9. Develops schedules, routes, policies and procedures for the operation of the Solid Waste Division.
  10. Assists in overseeing the maintenance of the City’s transfer facilities and equipment repair including conformance with the California Highway Patrol B.I.T program.
  11. Ensures that section activities are carried out in a safe and efficient manner; ensures that solid waste operations and activities are in compliance with appropriate permits.
  12. Prepares or reviews and maintains a wide variety of written reports and records including time sheets, work orders, and maintenance requests; inputs information into a computer system; prepares statistical and/or analytical reports on operations and activities as necessary.
  13. Participates in ordering equipment and supplies for the division; assists in preparing specifications and bid packages for purchase of new equipment.
  14. Responds to and resolves difficult and sensitive citizen inquiries and complaints in an efficient and timely manner; responds to emergency situations as necessary.
  15. Coordinates assigned maintenance activities with those of other divisions and outside agencies and organizations.
  16. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of solid waste operations; incorporates new developments as appropriate into programs.
  17. Performs related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a solid waste collection program. Advanced practices, techniques and materials used in solid waste operations. Operational characteristics of different types of refuse/recycling vehicles, loaders and other standard equipment. City policies and procedures in refuse collection, disposal and recycling. Effective methods and procedures for scheduling and assigning crews in collection and disposal. Principles of supervision, training, and performance evaluation. Basic principles and practices of municipal budget preparation and administration. Principles and procedures of record keeping. Principles of business letter writing and basic report preparation. Auxiliary mechanical equipment carried on heavy vehicles. Advanced methods and techniques used in the preventative maintenance and minor repair of assigned equipment. Traffic laws, ordinances and rules involved in heavy truck operation. Occupational hazards and standard safety practices related to the operation of a wide variety of refuse collection vehicles and equipment. Principles and practices of project design and cost estimating. Principles of mathematics and record keeping. Proper lifting procedures. Office procedures, methods, and equipment including computers and applicable software applications Pertinent federal, state, and local laws, rules and regulations.

Ability to:
Coordinate and direct street maintenance programs. Supervise, organize, and review the work of assigned staff involved in street maintenance.. Select, train, and evaluate staff. Recommend and implement goals, objectives, policies and procedures for providing street maintenance programs. Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations. Prepare clear and concise reports. Participate in the preparation and administration of assigned budgets. Analyze a complex issue and develop and implement an appropriate response. Analyze and evaluate new and existing service delivery methods and standard operating procedures. Operate a variety of heavy equipment, such as front-end loaders, roll-off container trucks, side-loaders, lift-gate dump trucks and other vehicles. Observe safety principles and work in a safe manner. Follow written and oral directions. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Plan and organize work to meet changing priorities and deadlines. Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit. Work cooperatively with other departments, City officials, and outside agencies. Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Four years of experience in solid waste equipment operation including one year of lead supervisory responsibility.

License or Certificate:
Possession of a valid Class B driver’s license.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information..
