Agricultural Enterprise Committee
This committee is comprised of two Council Members. This committee reviews policies, projects, and programs directly related to agricultural enterprise within the city and along the city’s boundaries in the County’s Agricultural Core. The scope of this committee is broadly defined to include: development of policies and procedures relating to the implementation of the City’s agricultural programs, and property or conservation easement acquisition and implementation.
The committee’s work effort involves staff primarily from the Community Development Department, the department which oversees the Agricultural Enterprise Program. When agenda items are scheduled, this committee meets monthly as needed on the first Monday of each month at 1:00 p.m. The staff support for this committee is Casey McCann. |

Land Use and Development Committee
This committee is comprised of two Council Members. This committee reviews items relating to major land use and community development policy topics and citywide areas of interest, including but not limited to: general plan, zoning, permit processing, strategic initiatives, ordinances, and other major matters or projects that could affect Council policy, set precedence, be highly controversial, or result in a significant expenditure of City staff or financial resources.

Design Review
Standing committee designed to review minor changes to Planning Commission project approvals referred to them by Planning staff, as well as specific design elements deferred to the subcommittee by the Planning Commission.

Brentwood Boulevard Specific Plan Committee
This ad-hoc committee is comprised of two Council Members. This committee reviews major policies and programs related to preparation and adoption of the draft Brentwood Boulevard Specific Plan (BBSP). The BBSP was initiated at the direction of the City Council to provide land use guidance for future development of the Brentwood Boulevard corridor north of the Downtown area, as this roadway makes its transition from regional Highway 4 under the supervision of CalTrans to becoming a City of Brentwood street. A strategic initiative adopted by the City Council in April 2009 directed staff to coordinate completion of the draft specific plan.

Economic Development Initiatives Committee
The scope of this ad-hoc committee will be to review and provide policy direction on the implementation of three programs which are part of the City Council Goals and Strategic Plan: Website, Business Incentives, Employment Centers. The ad-hoc committee will review redesign of the City’s economic development website, particularly to assess if the new website will include business resources such as site location assistance, tools for business success, employee recruitment and training, market data and programs, business financing, and electronic newsletters. The committee will also review business incentives to consider: attracting and retaining businesses in the Brentwood region, assist in the creation of new jobs, encourage employee recruitment and training, attract business financing, improve fast-tracking of permits, establish a fee deferral program, create a recycling market development zone loan program, host small business workshops, survey local businesses, and distribute new business welcome packets. The ad-hoc committee will review the possibility of partnering with other County organizations to provide employment centers, and to develop employee recruitment and training in Brentwood. Lastly, the ad-hoc committee will undertake planning for infrastructure and public services to attract desired business and commercial growth or redevelopment to focused opportunity sites in the city.

Neighborhood Improvement Committee
This is an ad-hoc committee responsible for researching and evaluating programs to improve Brentwood’s neighborhoods. “Improvement” is broadly defined to include public safety, property improvements, such as property maintenance, code enforcement, and street trees; as well as behavior which may affect other residents.
The work of the ad-hoc committee is to make recommendations to the full Council and to receive direction from the Council. The work of this ad-hoc committee may involve significant commitment of City resources, including staff, legal work and budget.
The ad-hoc committee works with staff as needed to prepare a prioritized work plan to present to the City Council. This committee’s work effort involves staff from several departments. The coordinator of staff support for this committee is Karen Chew. Meetings occur as needed. |

Parks, Trails and Recreation Master Plan Committee
This ad-hoc committee was formed to look at the Parks, Trails, and Recreation Master Plan to see how effective it is looking forward and whether any changes or revisions are necessary to bring the document up to date for the next decade and beyond. Review includes current policies, procedures, and needs related to use of existing and planned facilities. Also considers needs of future facilities and programs including funding options. Recommendations from the Ad Hoc Committee include input from the Park and Recreation Commission and are made back to City Council for final approval. Meetings occur as needed. Pension/Other Post Employment Benefits (OPEB)
This Committee will monitor the financial status of the City’s pension and other post employment benefit plans. Areas of focus include the funding status of these plans, budget strategies for ensuring adequate funding thresholds, projected City contribution rates and their budgetary impact, and long-term cost containment strategies. The Vineyards and Los Medanos College Project
This committee is comprised of two Council Members and reviews major policies and programs related to matters affecting future development at The Vineyards and at the future Los Medanos College (LMC) Brentwood campus site. Some of the major aspects of this large, complex project include, but are not limited to, development of a future events center, revisions to The Vineyards development agreement, future development of the LMC Brentwood campus, future development of Pioneer Square, and other miscellaneous, major policies related to the project.
