REDEVELOPMENT AGENCY AGENDA ITEM NO. 4

Meeting Date: September 23, 2003

Subject/Title: Set a special meeting date of the Redevelopment Agency to hear a re-presentation of the November 26, 2002, Downtown Retail/Parking Structure Study, and to re-affirm or deny past actions and directions.

RECOMMENDATION
Set a special meeting date of the Redevelopment Agency to hear a re-presentation of the November 26, 2002, Downtown Retail/Parking Structure Study, and to re-affirm or deny past actions and directions.

PREVIOUS ACTION
On August 12, 2003, Chair Swisher requested staff to arrange a special meeting for the Redevelopment Agency to hear a re-presentation of the November 26, 2002, Downtown Parking Structure Study to re-affirm or deny past actions and directions.

Furthermore, the agenda item regarding the addition of Study Area 6 as a potential site for the proposed retail/parking structure was continued to the same special meeting.

The approvals of the professional services agreements for an environmental impact report and Phase I site assessment for two study areas were also continued to the special meeting.

BACKGROUND
Heather Horne of Watry Design, Inc. has been informed of the Agency’s request to re-present the November 26, 2002, report. Ms. Horne shall make herself available for the re-presentation, but is unavailable on Monday and Thursday evenings due to other contractual commitments. The meeting is expected to last no more than 1 ½ to 2 hours.

The Agency Board requested that the Chamber of Commerce, Planning Commission, Project Area Committee, and Downtown merchants and residents be invited to the special meeting. Therefore, staff will send the special meeting agenda notice to these invitees for their encouraged participation.

FISCAL IMPACT
To accommodate this special meeting in Watry’s existing contract, remaining tasks will be reviewed for savings. Therefore, no or limited fiscal impact is anticipated.
