Redevelopment Agency Meeting
Minutes of May 8, 2001

A regular meeting of the Redevelopment Agency of the City of Brentwood was called to order at 10:20 p.m. in the City Council Chambers located at 734 Third Street, Brentwood, California, with Chairman McPoland presiding.

ROLL CALL

Present: Agency Members Beckstrand, Gomes, Hill, Petrovich, Chairman McPoland
Absent: None

CONSENT CALENDAR

  1. Approved Minutes of March 27, 2001.

  2. Approved warrant Nos. 56491, 56495, 56498, 56512, 56594, 56766, and 56949.

  3. Authorize the Executive Director or authorized designee to execute professional services agreements with McGill Martin Self, Inc. (MMS), and McDonough, Holland & Allen for Redevelopment Planning, Engineering and Legal Services for the proposed expansion and amendments to the Brentwood Redevelopment Plans. The Agreement amounts are $130,000 and $65,000 respectively. (Pulled for further discussion)

  4. Approve a Resolution authorizing two loans between the City and the Redevelopment Agency for restoration of the Delta Theatre Marquee and the Hallmark and Variety Store signs and authorize the City Manager to sign two grant agreements. (Pulled for further discussion)

Item Nos. 3 and 4 were pulled from the Consent Calendar for further discussion.

Item No. 3

Member Petrovich stated his opposition to this item.

It was moved/seconded by Gomes/Hill to Authorize the Executive Director to execute professional services agreements with McGill Martin Self, Inc. (MMS), in the amount of $130,000 and McDonough, Holland & Allen in the amount of $65,000, for Redevelopment Planning, Engineering and Legal Services for the proposed expansion and amendments to the Brentwood and North Brentwood Redevelopment Plans. Motion carried with Member Petrovich voting no.

Item No. 4

Member Hill stated he was concerned about the appropriateness of taking a loan from the water fund to accomplish this.

Pamela Ehler, Director of Finance, stated this was just a paperwork item, because the Agency has to incur debt to spend money from tax increment.

It was moved/seconded by Hill/Petrovich to approve Resolution No. RA29 to accept a loan in the amount of $56,800 from the City’s Water Facility Fee Fund to the Redevelopment Agency for the restoration of the Delta Theatre Marquee to it’s original 1938 appearance and authorize the Agency Executive Director to sign a grant agreement proposed by the City Attorney. Motion carried unanimously.

There being no further business the meeting was adjourned at 10:25 p.m.
