Subject/Title: Adopt a Resolution accepting the American Avenue improvements constructed as a part of the Heritage High School project by Liberty Union High School District.

Prepared by: Debra Galey, Management Analyst

RECOMMENDATION
Adopt a Resolution accepting the American Avenue improvements constructed as a part of the Heritage High School project by Liberty Union High School District.

PREVIOUS ACTION
Through various actions, Council has approved multiple CIP projects and budgets associated with additional improvements to American Avenue.

BACKGROUND
To provide roadway access and utilities to serve Heritage High School, Liberty Union High School District contracted to build American Avenue from Balfour Road, southerly to the looped access road south of the High School. The specific improvements constructed include: 2,226 Linear Feet (“LF”) of pavement, 25,425 Square Feet (“SF”) of various width sidewalk, 2,712 LF of various diameter storm drain lines, 2,695 LF of 8”, 10” and 12” sewer lines, 2,739 LF of 4”, 8” and 16” waterlines, 2,691 LF of 4”, 8” and 12” non-potable waterlines, revisions to the existing Balfour Road traffic signal, 13 street lights and 33,840 SF of landscaping and irrigation in the public right-of-way. The improvements are complete and operational, and have been inspected for conformance with the approved improvement plans.

The necessary right-of-way offers of dedication required for maintenance of the public improvements have been previously offered to, and accepted by, the City. With the improvements now installed, it is the appropriate time to accept the improvements.

FISCAL IMPACT
Upon acceptance of improvements, the City will incur annual costs, estimated at $40,590, associated with necessary maintenance of streets and utilities. Routine roadway maintenance will be funded by the General Fund and Measure “J” transportation sales tax, with sewer and water maintenance funded through their respective enterprise funds.
