RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager or designee to execute an Agreement with the Town of Discovery Bay Community Services District (“CSD”) for Biosolids Testing for the Wastewater Treatment Plant – Solids System Expansion, CIP Project No. 592-59180.

PREVIOUS ACTION
On May 27, 2008, by Resolution No. 2008-137, City Council adopted the City’s 2008/09 – 2012/13 Capital Improvement Program (“CIP”), which included the Wastewater Treatment Plant – Solids System Expansion, CIP Project No. 592-59180.

BACKGROUND
With new and more stringent Federal Biosolids Regulations and increasing disposal costs, the Wastewater Treatment Plant – Solids System Expansion project is intended to provide advanced biosolids treatment and dewatering and provide alternative, more cost effective, disposal methods.

If City’s biosolids can be developed into Class A biosolids, the City has more options for disposal available. This could reduce long term disposal costs and provide opportunities for possible reuse of the biosolids as fertilizer. This fertilizer can then be used for parkways, medians and other landscaped areas. Many cities and agencies are already taking advantage of this cost savings by using their biosolids as fertilizer.

Prior to moving forward with this project, it is prudent to ensure the City’s biosolids can attain a Class A status using the Active Solar Drying technology. This technology is an environmentally friendly method of Class A production and is licensed and distributed in the United States. The Town of Discovery Bay CSD recently constructed two Active Solar Dryers to produce Class A biosolids and they are willing to work with the City of Brentwood to test biosolids. Although it is anticipated that a Class A biosolids will be obtained, this pilot project will provide critical information regarding how the City’s biosolids react to the solar dryers.

The Town of Discovery Bay Community Services District’s Board of Directors has discussed this agreement at their board meeting of September 3, 2008, and is in full support of the agreement. They will be taking it back to their board for formal adoption at the meeting September 17, 2008.

FISCAL IMPACT
The projected cost for the testing of our biosolids is $6,640.00. A portion of the funds associated with this pilot project, such as staff and consultant time have been included in the 2008/09 – 2012/13 Capital Improvement Program Budget, which includes the Wastewater Treatment Plant – Solids System Expansion, CIP Project No. 592-59180. The cost for disposal and processing of approximately 360 wet tons is projected to be $6,640 or $15 per wet ton and $620 per drying cycle to accommodate material handling costs. The total disposal and material handling costs will be paid from the Wastewater Treatment Plant operating budget, as the pilot project will divert some of the biosolids the City currently disposes at the landfill at a cost of approximately $31 per wet ton.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH THE TOWN OF DISCOVERY BAY COMMUNITY SERVICES DISTRICT FOR BIOSOLIDS TESTING FOR THE WASTEWATER TREATMENT PLANT – SOLIDS SYSTEM EXPANSION, CIP PROJECT NO. 592-59180.
