Subject/Title: Adopt a Resolution permanently re-routing Concord Avenue traffic, between Balfour Road and Ventura Drive to John Muir Parkway and closing Concord Avenue to traffic in this vicinity to accommodate the State Route 4 Bypass Segment 3.

RECOMMENDATION
Adopt a Resolution permanently re-routing Concord Avenue traffic, between Balfour Road and Ventura Drive to John Muir Parkway and closing Concord Avenue to traffic in this vicinity to accommodate the State Route 4 Bypass Segment 3 (“Bypass”).

PREVIOUS ACTION
Various previous actions have included the City as a member of the State Route 4 Bypass Authority, and its funding source, the East Contra Costa Regional Fee and Finance Authority and encouraged the project as a regional transportation corridor in East Contra Costa County.

BACKGROUND
John Muir Parkway currently runs westerly of, and parallel to, Concord Avenue between Balfour Road and Ventura Drive. Through a combination of the City’s Capital Improvement Program and the State Route 4 Bypass Authority (“Authority”), John Muir Parkway will be further extended to Briones Valley Road, as a frontage road parallel to the Bypass, to replace Concord Avenue as it is removed by the Bypass in this area.

As the Authority prepares to make the connection of the Bypass at Balfour Road, it is the appropriate time to re-route local Concord Avenue traffic, between Balfour Road and Ventura Drive to John Muir Parkway, and permanently close Concord Avenue to traffic in this vicinity. With local traffic re-routed, the Bypass Segment 3 can be completed in this area of Concord Avenue, connecting to the Bypass Segment 2 and serving regional transportation. As additional sections of John Muir Parkway are constructed in the future, corresponding parallel stretches of Concord Avenue can be re-routed, eventually leading to full closure of Concord Avenue and its replacement by John Muir Parkway for local traffic and the Bypass for regional traffic. Upon full closure, Concord Avenue will be transferred to the Authority, and ultimately Caltrans, in the areas where it has been replaced by the Bypass. This transfer will be brought to the Council by future action.

The Authority’s contractor is ready to begin the Balfour Road connection immediately following Council authorization and is currently working with City staff for proper notification and traffic control to re-route traffic from Concord Avenue to John Muir Parkway and close this portion of Concord Avenue for traffic.


FISCAL IMPACT
Upon closure, maintenance of Concord Avenue between Balfour Road and Ventura Drive will no longer be required by the City Public Works Department, currently funded through Measure “C” transportation sales tax and the General Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD PERMANENTLY RE-ROUTING CONCORD AVENUE TRAFFIC, BETWEEN BALFOUR ROAD AND VENTURA DRIVE TO JOHN MUIR PARKWAY AND CLOSING CONCORD AVENUE TO TRAFFIC IN THIS VICINITY TO ACCOMMODATE THE STATE ROUTE 4 BYPASS SEGMENT 3.


WHEREAS, the City is a member of the State Route 4 Bypass Authority; the planning and constructing agency responsible for the State Route 4 Bypass in Eastern Contra Costa County; and

WHEREAS, the City is a member of the East Contra Costa Regional Fee and Finance Authority; the funding source for the State Route 4 Bypass; and

WHEREAS, the State Route 4 Bypass is a regional transportation corridor in East Contra Costa County; and

WHEREAS, the State Route 4 Bypass Segment 3 is constructed in the location of existing Concord Avenue within the City of Brentwood; and

WHEREAS, John Muir Parkway has been constructed parallel to existing Concord Avenue.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood with respect to Concord Avenue between Balfour Road and Ventura Drive does hereby:

1. Permanently re-route Concord Avenue local traffic between Balfour Road and Ventura Drive to John Muir Parkway.
2. Permanently close Concord Avenue to local traffic between Balfour Road and Ventura Drive.
3. Authorize the City Engineer to work with the State Route 4 Bypass Authority for public notification and traffic control.
4. This action does not quitclaim Concord Avenue.
