Subject/Title: Approve Resolution authorizing: (1) the acceptance of monies from the California Highway Patrol and to accept donations in the form of monies, goods, and services for the Every 15 Minute program; (2) the expenditure of the funds for the Every 15 Minute program; and (3) the Chief of Police to sign any documents necessary to implement the program.

RECOMMENDATION
Approve Resolution authorizing: (1) the acceptance of monies from the California Highway Patrol and to accept donations in the form of monies, goods, and services for the Every 15 Minute program; (2) the expenditure of the funds for the Every 15 Minute program; and (3) the Chief of Police to sign any documents necessary to implement the program.

BACKGROUND
The Every 15 Minutes program offers real-life experience without the real-life risks. This emotionally charged program, entitled Every 15 Minutes, is an event designed to dramatically instill teenagers with the potentially dangerous consequences of drinking alcohol. This powerful program will challenge students to think about drinking, personal safety, the responsibility of making mature decisions when lives are involved and the impact their decisions have on family, friends, and many others.

This event took place from May 19-20, 2008 included the participation of the Brentwood Police Department, California Highway Patrol, East Contra Costa Fire Protection District, American Medical Response (AMR), Liberty High School Staff, John Muir Medical Center, Community Officials, Brentwood Funeral Home, Arrowhead Tow and a wide cross-section of the community at-large. It is our goal to utilize the strength, talent and resources of business and industry to prevent drunk driving.

Historically the City has funded the Every 15 Minute program which is managed by the Police Department. This resolution is specifically related to this year’s event, but if future monies become available through the California Highway Patrol or other grantors, the Department will seek Council approval prior to the event.

FISCAL IMPACT
The California Highway Patrol has provided $9,999.99 to the Brentwood Police Department for expenditures related to the successful presentation of the Every 15 Minute program. In addition to the monies provided by the California Highway Patrol, $1000.00 was used from the Police Department’s Every 15 Minute account which was included in the approved 2007/08 Operating Budget and the program received $900 in monetary donations.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING: (1) THE ACCEPTANCE OF MONIES FROM THE CALIFORNIA HIGHWAY PATROL AND DONATIONS IN THE FORM OF MONIES, GOODS, AND SERVICES FOR THE EVERY 15 MINUTE PROGRAM; (2) THE EXPENDITURE OF THE FUNDS FOR THE EVERY 15 MINUTE PROGRAM; AND (3) THE CHIEF OF POLICE TO SIGN ANY DOCUMENTS NECESSARY TO IMPLEMENT THE PROGRAM


WHEREAS, the California Highway Patrol provides monies for funding the Every 15 Minute program; and

WHEREAS, the California Highway Patrol has been charged with administering the money to local law enforcement agencies; and

WHEREAS, the City of Brentwood is eligible to receive monies for the FY 07/08 budget, it is anticipated these funds will be used for implementing the Every 15 Minute program,

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes (1) the acceptance of monies from the California Highway Patrol and donations in the form of monies, goods, and services for the Every 15 Minute program; (2) the expenditure of the funds for the Every 15 Minute program; and (3) the Chief of Police to sign any documents necessary to implement the program.
