Subject/Title: Adopt a Resolution accepting all off-site public improvements; accepting the Maintenance Bond; and releasing the Improvement Securities for Sycamore Place II, Design Review No. 02-19, developed by Christian Church Homes, located at the northeast corner of Sycamore Avenue and Barbara Street.

Adopt a Resolution accepting all off-site public improvements; accepting the Maintenance Bond; and releasing the Improvement Securities for Sycamore Place II, Design Review (“DR”) No. 02-19, developed by Christian Church Homes (“Developer”), located at the northeast corner of Sycamore Avenue and Barbara Street.
On February 18, 2003, by Resolution No. 03-06, Planning Commission approved DR No. 02-19, with conditions.
This project was approved for construction of a 40 unit senior apartment development and community building. At this location, most surrounding public improvements to service the site were previously constructed. Modifications to those public improvements, such as driveway access and utility connections, have been constructed by the Developer and inspected for conformance with the approved improvement plans and the project’s Conditions of Approval.
The following public improvement quantities have been installed during construction of the project: 4 linear feet (“LF”) of 8” sewer line, 83 LF of 8” waterlines, 1,152 LF of various diameter storm drain pipe and 5,980 square feet (“SF”) of landscaping and irrigation. With the improvements now installed to the satisfaction of the City, it is the appropriate time to accept the improvements and begin the warranty period.
Most of the improvements associated with this project are privately owned and maintained; therefore, upon acceptance the City will incur only minimal annual costs associated with necessary maintenance of the public paving and concrete. Routine roadway maintenance will be funded by the General Fund and Measure “C” transportation sales tax, with sewer and water maintenance funded through their respective enterprise funds.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD ACCEPTING ALL OFF-SITE PUBLIC IMPROVEMENTS; ACCEPTING THE MAINTENANCE BOND; AND RELEASING THE IMPROVEMENT SECURITIES FOR SYCAMORE PLACE II, DESIGN REVIEW NO. 02-19, DEVELOPED BY CHRISTIAN CHURCH HOMES, LOCATED AT THE NORTHEAST CORNER OF SYCAMORE AVENUE AND BARBARA STREET.
WHEREAS, on February 18, 2003, by Resolution No. 03-06, Planning Commission approved DR No. 02-19, with conditions; and
WHEREAS, the required improvements have been completed and constructed in substantial conformance with the approved improvement plans; and
WHEREAS, Christian Church Homes has posted a warranty bond to guarantee the improvements for a period of one year following acceptance.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood with respect to Design Review No. 02-19, developed by Christian Church Homes that:
1. All off-site public improvements are hereby accepted for maintenance.
2. The Maintenance Bond is hereby accepted.
3. The Improvement Securities will be released within sixty (60) days of the passage of this Resolution.
4. The City Clerk is hereby directed to file this Resolution with the Recorder of Contra Costa County.
