RECOMMENDATION
Adopt a Resolution approving and authorizing the Chief of Police to sign an Agency Participation Agreement with the Silicon Valley Internet Crimes Against Children (ICAC) Task Force

BACKGROUND
The Internet Crimes Against Children (ICAC) Task Force Program was created to help state and local law enforcement agencies enhance their investigative response to offenders who use the Internet, online communications systems, or other computer technology to sexually exploit children. The program is currently composed of fifty-seven regional Task Force agencies and is funded by the United States Office of Juvenile Justice and Delinquency Prevention.

In 2003, the San Jose Police Department became this area’s primary ICAC Task Force agency. As the Internet has grown, investigations involving child sexual predators and child pornography distributors have increased exponentially. The mission of the Task Force is to investigate thoroughly these crimes, provide community outreach, and participate in information sharing.

As the Task Force has assisted and provided training to the Brentwood Police Department in the past, they are requesting the Brentwood Police Department enter into a formal partnership with the Silicon Valley ICAC Task Force agencies.

FISCAL IMPACT
Although no cost is anticipated by our Department, any cost which may be incurred due to an investigation, training, or community educational program, will be absorbed through our current authorized budget.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CHIEF OF POLICE TO SIGN AN AGENCY PARTICIPATION AGREEMENT WITH THE SILICON VALLEY INTERNET CRIMES AGAINST CHILDREN TASK FORCE

WHEREAS, the Internet Crimes Against Children (ICAC) Task Force Program was created to help state and local law enforcement agencies enhance their investigative response to offenders who use the Internet, online communications systems, or other computer technology to sexually exploit children; and

WHEREAS, the City of Brentwood is within the Silicon Valley ICAC Task Force geographic area; and

WHEREAS, the Silicon Valley ICAC Task Force has requested that a formal partnership between the Task Force and the Brentwood Police Department be established.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby approves and authorizes the Chief of Police to sign an Agency Participation Agreement with the Silicon Valley ICAC Task Force.
