RECOMMENDATION
Adopt a resolution amending the 2007/08 Operating Budget for Lighting and Landscape District 99-7 in the amount of $15,000.

PREVIOUS ACTION
On June 26, 2007 the City Council approved Resolution No. 2007-150 adopting the 2007/08-2008/09 Operating Budget for the City of Brentwood.

On January 22, 2008, the City Council approved Resolution No. 2008-19 amending the 2007/08 Operating Budget and approving recommended mid-year budget adjustments.

BACKGROUND
The City operates on a two year budget cycle. Every two years City Council approves an individual operating budget for each of the coming two fiscal years. Our current two year budget cycle covers fiscal years 2007/08 and 2008/09.

Assessment District number 99-7 is comprised of 277 single family residential parcels. This Assessment District was formed in fiscal year 1999/00 to ensure the operation and maintenance of the district.

The approved budget covers the daily work plan for maintenance of the district and other anticipated expenses. When an unanticipated or emergency situation occurs, to access reserve funds, staff must get City Council approval to amend the budget. The water usage has increased, largely due to the lack of normal rainfall this season. This resulted in a longer period of irrigation use in what is already a very small district. The annual cleaning of the v-ditches and weed abatement had more debris than usual. Additionally, some of the maintenance services performed by a subcontractor in fiscal year 2006/07 were not invoiced until several months after the year closed which resulted with the expense being applied to the current fiscal year 2007/08.


FISCAL IMPACT
This item would amend the 2007/08 Operating Budget for Lighting and Landscape District 99-7 in the amount of $15,000. An amendment is not required for the existing 2008/09 Operating Budget.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AMENDING THE 2007/08 OPERATING BUDGET FOR LIGHTING AND LANDSCAPE DISTRICT 99-7 IN THE AMOUNT OF $15,000

WHEREAS, on June 26, 2007 the City Council approved Resolution No. 2007-150 adopting the 2007/08-2008/09 Operating Budget for the City of Brentwood; and

WHEREAS, on January 22, 2008 the City Council approved Resolution No. 2008-19 amending the 2007/08 Operating Budget for the City of Brentwood; and

WHEREAS, there is a need to amend the 2007/08 Operating Budget for Lighting and Landscape District 99-7 by $15,000; and

WHEREAS, there is adequate reserves available for this budget amendment to this district;

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby amends the 2007/08 Operating Budget for the City of Brentwood by increasing the Lighting and Landscaping District 99-7 by $15,000.
