 A Water Conservation Proclamation
of the City Council of the City of Brentwood

WHEREAS, Statewide rainfall was below normal in 2007 and 2008, and Northern California this year is experiencing the driest spring on record with most communities receiving less than 20 percent of normal rainfall from March through May; and

WHEREAS, the Governor of the State of California issued Executive Order S-06-08 to address the severity of the crisis; and

WHEREAS, the population of the City of Brentwood is growing, and it is important for all Brentwood water users to use our precious water resources as efficiently as possible; and

WHEREAS, per California Water Code Section 10632 (a), the City of Brentwood has prepared an Urban Water Conservation Plan, which includes four stages of conservation for implementation if needed; and

WHEREAS, although the City of Brentwood currently has adequate water supplies, the City Council of the City of Brentwood recommends and encourages all water users to conserve this precious resource by implementing water conservation techniques including, but not limited to, monitoring and adjusting irrigation to prevent runoff, taking shorter showers, using pool covers to reduce evaporation, and taking vehicles to car washes that recycle the water used to wash vehicles; and

WHEREAS, to assist water users with conservation, the City of Brentwood currently offers a high-efficiency clothes washer rebate program, a high-efficiency toilet rebate program, a weather-based irrigation controller program, residential water usage surveys, a high usage notification program, and a water-wise gardening CD; and

WHEREAS, the City of Brentwood has converted a majority of its landscape areas to non-potable water and works cooperatively with the golf courses in the City of Brentwood to utilize non-potable water for irrigation; and

WHEREAS, the City of Brentwood has worked and continues to significantly improve water supply and prepare for current and future drought conditions; and

WHEREAS, although, this preparation is prudent and responsible, should additional years of low rainfall continue, mandatory water conservation measures may be necessary.

NOW, THEREFORE, BE IT RESOLVED, that I, Robert Taylor, Mayor of the City of Brentwood, do hereby proclaim that the water users of the City of Brentwood collectively and voluntarily implement water conservation measures to help preserve this precious resource.
