Adopt a Resolution approving the speed limits for sections of Walnut Boulevard and O’Hara Avenue within the City of Brentwood.
The California Vehicle Code § 22354, 22355, 22357, 22358 and 40802 requires local agencies to perform engineering and traffic surveys in order to enforce the speed limit by the use of radar.
Whenever the local agency builds new roadways, the agency may, by resolution, determine and declare the speed limit found most appropriate with an engineering speed survey. This is also true following completion of substantial improvements to a roadway, such as the widening of Walnut Boulevard. To provide proper circulation and improve safety for the public, staff performed engineering and traffic surveys for sections of Walnut Boulevard and O’Hara Avenue within the City of Brentwood.
After review of the surveys, the Traffic Engineer recommends a speed limit of 35 miles an hour for Walnut Boulevard between Oak Street and Balfour Road and for O’Hara Avenue between Lone Tree Way and Neroly Road and between Grant Street and Lone Tree Way. The City Engineer has accepted these recommendations.
The speed limit currently posted on these streets matches the recommended speed limits; therefore, no cost will be incurred.
Vehicle Speed Surveys
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE SPEED LIMITS FOR SECTIONS OF WALNUT BOULEVARD AND O’HARA AVENUE.
WHEREAS, Division 11, Chapter 7, Article 1 of the California Vehicle Code (§ 22348 et seq.) provides the mechanism for local authorities to “determine and declare” a prima facie speed limit on the basis of an engineering and traffic survey; and
WHEREAS, Title 10, Chapter 10.03 of the Brentwood Municipal Code describes a procedure for the establishment of such regulations; and
WHEREAS, engineering and traffic surveys were prepared for sections of Walnut Boulevard and O’Hara Avenue; and
WHEREAS, after analyzing the engineering and traffic survey, the Traffic Engineer determined the recommended speed limits for the above streets from the surveys.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood does hereby approve and declare that the prima facie speed limit determined by the engineering and traffic surveys and recommended by the Traffic Engineer is as follows:
