RECOMMENDATION
Adopt a Resolution amending the 2007/08 CIP Budget to include the Sunset Park Improvements Project, CIP No. 352 – 52402; Amending the CIP Budget Sheet for Sunset Park Improvements, CIP No. 352-52402; and Authorizing Funds for this Project to come from the Parks & LLD Replacement Fund

PREVIOUS ACTION
On July 8, 2003 City Council approved the contract documents for Sunset Park Athletic Complex, CIP Project No. 522-5201, and awarded contract to Misan Construction, Inc. in the amount of $6,895,000.00, approving an additional $400,000.00 to design and light the balance of the complex, authorized the City Manager to execute the agreement and necessary documents and authorized change orders up to 10% of the contract amount.

On February 8, 2005 City Council approved a Resolution accepting the work performed by Misan Construction, Inc. for the park improvements at Sunset Park Athletic Complex, CIP Project No. 522-5201, and directed the City Clerk to file a Notice of Completion with the County Recorder.

On May 9, 2006 City Council approved the 2006/2007 – 2010/2011 Capital Improvement Program which included the Sunset Park Improvements, Project 352-52402.

BACKGROUND
Sunset Athletic Complex was accepted by the City of Brentwood in February 2005. The primary field irrigation system was supplied with reclaimed water from the Waste Water Treatment Plant in an effort to re-use water from the treatment plant. Over the course of three years, reclaimed water use led to a buildup of salts in the field soil that combined with our clay soil, caused ongoing turf problems. High salt levels can result in poor drainage, a compacted soil profile, and poor release of nutrients to the turf. As the turf was stressed with poor soil drainage, the complex has experienced a number of attacks by fungus that has made it difficult to keep the fields in good playing shape. The visible results of these soil conditions are poor turf growth and color, a dramatic increase in turf fungal diseases, and poor recovery from league use of the fields.

The playing fields were converted to potable water in May 2007. As a result, the turf is improving. Soil chemistry tests taken this spring have shown a consistent improvement in soil conditions and a drop in salt levels.
Park Maintenance staff met with East Diablo Youth Soccer League (EDYSL) officials in July 2007 to review the renovation plan for Soccer Fields A, B, and C as a result of their poor turf complaints. In response to EDYSL concerns about field turf conditions, our maintenance contractor Cagwin & Dorward re-sodded the major areas of concerns so that the 2007 season could move forward. Once the season was completed in November 2007, the contractor undertook an extensive top-dress, gypsum and re-seeding program.

As a result of the work done in November, we have achieved a 50% germination rate on the previously over-seeded fields. This amount of seed growth was higher than anticipated during the winter season as November is not the prime time to overseed turf.

Turf quality and coverage has continued to improve but requires further corrective work. To bring the turf fully up to City standards the following work needs to be performed now:

1. Amend the existing soil with 80 cubic yards of top-dress humus mix following the regularly scheduled core aeration and fertilizing program.
2. Over-seed (to include hand application of any specific trouble spots) all areas with poor coverage with appropriate seed mix.
3. Re-sod selected high use areas on soccer fields and softball apron areas adjacent to the infields.

Reseeded areas will be monitored and irrigated for successful establishment and should not be a problem on potable water. Softball fields 1 through 4 will be open for play at the beginning of April. Soccer fields A, B, and C will be evaluated for opening by mid-May. Improved soil conditions should result in a sharp drop in future remedial work including fungal spraying and over seeding.

Work will be performed by our existing landscape contractor under their existing City Council approved agreement and Purchase Order.

Staff is requesting City Council approve amending this CIP project to be able to complete the needed work to the Sunset Park athletic fields to improve the athletic fields to the standard that the users need, and fund the project from the Parks & LLD Replacement Fund.

FISCAL IMPACT
Included in this proposal is the installation, materials, labor, insurance, bonds, permits and disposal as per our existing contract with Cagwin and Dorward. The total cost of this proposal is $75,000. The Sunset Park Improvements Improvement project, CIP #352-52402, was included in the adopted 2006/07 – 2010/11 Capital Improvement Program. The adopted budget will total $152,000 including previous budget of $77,000 in FY 2006/07 and the requested expenditures of $75,000 in FY 2007/08.

The total increase to the FY 2007/08 project budget is $75,000. This is a one-time charge which will be funded by Parks and LLD Replacement Fund. Finance has confirmed there are sufficient funds for this increase and no revenue offsets are expected due to this amendment. There will be no additional future costs associated with this project.

ADOPT A RESOLUTION AMENDING THE 2007/08 CIP BUDGET TO INCLUDE THE SUNSET PARK IMPROVEMENTS PROJECT, CIP NO. 352 – 52402; AMENDING THE CIP BUDGET SHEET FOR SUNSET PARK IMPROVEMENTS, CIP NO. 352-52402; AND AUTHORIZING FUNDS FOR THIS PROJECT TO COME FROM THE PARKS & LLD REPLACEMENT FUND

WHEREAS, on July 8, 2003 City Council approved Resolution No. 2916, approving the contract documents for Sunset Park Athletic Complex, CIP Project No. 522-5201, and awarding contract to Misan Construction, Inc. in the amount of $6,895,000.00, approving an additional $400,000.00 to design and light the balance of the complex, authorizing the City Manager to execute the agreement and necessary documents and authorize change orders up to 10% of the contract amount; and

WHEREAS, on February 8, 2005 City Council approved Resolution No. 2005-32 accepting the work performed by Misan Construction, Inc. for the park improvements at Sunset Park Athletic Complex, CIP Project No. 522-5201, and directed the City Clerk to file a Notice of Completion with the County Recorder; and

WHEREAS, May 9, 2006 City Council approved the 2006/2007 – 2010/2011 Capital Improvement Program which included the Sunset Park Improvements, CIP Project no. 352-52402; and

WHEREAS, the City Council desires to continue to provide high maintenance standards for all of the park facilities in the City of Brentwood; and

WHEREAS, Sunset Park Athletic Complex has experienced soil damage due to the use of recycled water for a period of approximately three years from it’s initial opening to the public; and

WHEREAS, the water problem has been resolved and corrections to the soil can be made per the recommendations of the University of California.

NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Brentwood:

1) Amends the 2007/08 CIP Budget to include the Sunset Park Improvements Project;

2) Amends the CIP Budget Sheet for Sunset Park Improvements, CIP No. 352-52402; and

3) Authorizes funds for this project to come from the Parks & LLD Replacement Fund.
