RECOMMENDATION
Adopt a Resolution approving the Youth Commission Scholarship Application and criteria which awards four high school seniors who have met scholarship requirements each with a $750 scholarship.

PREVIOUS ACTION
The City of Brentwood Youth Commission was approved by the City Council on April 27, 1999 as an advisory body to the City Council and in support of the Parks and Recreation Department. They also serve as a sounding vehicle and voice for the youth of our community.

BACKGROUND
The Youth Commission established the Youth Commission Scholarship Application and criteria on October 14, 2002 to assist high school seniors who prove financial need, meet a minimum grade point average, live within the Brentwood city limits, and demonstrate future educational goals. The Youth Commission awarded its first scholarships on May 27, 2003.

Funding for the scholarships is obtained by fundraising events offered by the Youth Commission with the sole intent of raising funds for scholarships. Past fundraising events have included the Spring to Life Fun Run, Tour de Starbucks Bike Ride, Cornfest, and the Battle of the Bands competition. Youth Commissioners volunteer their time to work at such events in exchange for a donation to the Youth Scholarship Fund. Scholarship amount may vary from year to year based on the funds raised and available for that year.

Applications for this year’s scholarships are available at Liberty, Heritage, and Freedom High Schools, as well as the City of Brentwood Parks & Recreation Office with an application deadline of April 4, 2008. The Youth Commission Executive Team will select up to four qualified winners who will receive their scholarship award at their respective high school award ceremonies in May. The Youth Commission will return to the City Council at the May 27, 2008 meeting to present the 2008 winners.

FISCAL IMPACT
The total cost of providing up to four scholarships will not exceed $3000 for FY 2007/08 which is available in the Youth Commission Scholarship Fundraising monies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE YOUTH COMMISSION SCHOLARSHIP APPLICATION AND CRITERIA WHICH AWARDS FOUR HIGH SCHOOL SENIORS WHO HAVE MET SCHOLARSHIP REQUIREMENTS WITH A $750 SCHOLARSHIP

WHEREAS, the City of Brentwood City Council, recognizing the importance of providing a venue for the voice of the youth in our community, approved the City of Brentwood Youth Commission on April 27, 1999 as an advisory body to City Council; and

WHEREAS, the Youth Commission established the Youth Commission Scholarship Application and criteria on October 14, 2002 to assist high school students who prove financial need, live within the Brentwood city limits, meet a minimum grade point average, and demonstrate future educational goals; and

WHEREAS, funding for the scholarships is obtained by fundraising events offered by the Youth Commission; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby approves the Youth Commission Scholarship Application and criteria to award four high school seniors scholarships in the amount of $750 each.

PASSED, APPROVED, AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on March 11, 2008, by the following vote:




Youth Commission Scholarship

The application and required information must be completed and returned to the City of Brentwood Parks and Recreation Department, 730 Third Street, Attention: Youth Commission by 5:00 p.m. on Friday, April 4, 2008.

Purpose: The City of Brentwood Youth Commission Scholarship fund has been established to benefit worthy and capable graduating seniors, who are planning to further their education and are in need of financial assistance.

To be eligible, you must complete the attached application and meet the following requirements:

 Applicants must reside within the Brentwood city limits. No other areas will be considered - proof of residency is required (i.e., parents utility bill, driver’s license).
 Students who are currently serving on the Youth Commission for the City of Brentwood are not eligible to apply for the scholarship.
 Must be a graduating senior during this application period.
 You must have at least a cumulative 3.0 grade point average (submit copy of current transcript).
 You must submit tax forms demonstrating financial need from preceding year.
 One (1) letter of recommendation (from teachers, counselors, employers, etc.)
 Submit an essay answering the following question:

What qualities do you possess that help you meet the stated purpose of the scholarship and how will it help you achieve your future goals?


Scholarship Recipient
Upon selection, the scholarship recipient must provide a college letter of acceptance or proof of class registration in order to receive disbursement check. The check will be issued at the City of Brentwood Parks and Recreation Department, 730 Third Street, Brentwood.

This award will provide up to four $750 scholarships to students who meet the requirements listed above.

Qualified applicants will be considered without regard to race, color, ancestry, religion, national origin, age, sex, disability, medical condition or marital status. In accordance with the Americans with Disability Act (ADA), if special accommodations are necessary at any stage of the application process, please notify the Youth Commission at 516-5366.
