Subject/Title: Adopt a Resolution designating Karen Chew, Assistant City Manager, as the voting Board Member and Damien Brower, City Attorney, as the alternate Board Member on the Municipal Pooling Authority (MPA) Board of Directors and repeal in its entirety Resolution 2005-44.

RECOMMENDATION
Adopt a Resolution designating Karen Chew, Assistant City Manager, as the voting Board Member and Damien Brower, City Attorney, as the alternate Board Member on the Municipal Pooling Authority (MPA) Board of Directors and repeal resolution 2005-44.

PREVIOUS ACTION
At the City Council meeting of February 22, 2005, the City Council adopted Resolution 2005-44 designating Karen Chew as the Board Member and Denise Davies as the alternate Board Member for the Municipal Pooling Authority Board of Directors.

BACKGROUND
MPA is the Joint Powers Authority that provides insurance coverage for the majority of the cities in Contra Costa County.

The governing documents of MPA require the City to appoint its City Manager, a department head, or the staff person responsible for the City’s risk management as the primary Board Member, and that the alternate Board Member shall have the same qualifications as the primary Board Member.

Denise Davies has been serving as the alternate MPA Board Member for over five years. In an attempt to expand organization involvement with risk and insurance issues, staff believes it is an opportune time to rotate the assignment of the alternate Board Member. As a department head, the City Attorney meets the requisite qualifications to serve as the alternate Board Member. The City Manager supports this appointment.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD DESIGNATING A BOARD MEMBER AND AN ALTERNATE BOARD MEMBER TO THE MUNICIPAL POOLING AUTHORITY BOARD AND REPEALING RESOLUTION 2005-44

WHEREAS, the City of Brentwood is a member of the Municipal Pooling Authority (“MPA”); and

WHEREAS, the governing documents of the MPA require the City Council of each member city to appoint one Board Member and one alternate Board Member to the Board of Directors of the MPA; and

WHEREAS, the governing documents of the MPA require that the City shall appoint its City Manager, a department head, or the staff person responsible for the City’s risk management function as the primary Board Member, and that the alternative Board Member shall have the same qualifications as the primary Board Member; and

WHEREAS, as a department head, the City Attorney meets the requisite qualifications to serve as the alternate Board Member.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby:

1. Appoints Karen Chew, Assistant City Manager, as the City’s Board Member to the Municipal Pooling Authority and appoints Damien Brower, City Attorney, as the City’s alternate Board Member; and

2. Repeals in its entirety Resolution 2005-44.
