Subject/Title: Adopt a Resolution accepting a $10,000 grant from Citibank Foundation for the establishment and development of a Small Business Resource Center and amending the 2007/08 Operating Budget for Economic Development in the amount of $10,000 to include the budget for the Small Business Resource Center

RECOMMENDATION
Adopt a Resolution accepting a $10,000 grant from Citibank Foundation for the establishment and development of a Small Business Resource Center and amending the 2007/08 Operating Budget for Economic Development in the amount of $10,000 to include the budget for the Small Business Resource Center.

BACKGROUND
In the spring of 2007, the Economic Development Division was approached by the Citibank Foundation seeking ideas for funding opportunities in the Brentwood area to support local business. Staff met with the Foundation representatives and outlined a number of initiatives that the City, as well as the Chamber, has discussed to assist in the retention and expansion of local business.

One idea was the development of a Small Business Resource Center. Conceptually, this Center would provide business with a single location for research and information relating to starting a business, business planning, etc., as well as provide counseling and support for business development and expansion.

City staff was encouraged to apply for a grant to support this program. In October of 2007, staff was notified that the City had been awarded $10,000 for the development of the Small Business Resource Center.

Over the past few months, staff has been working with the Chamber’s economic development liaison committee to work out the details to create this Center, including the purchasing of equipment and materials, as well as the short-term and long term placement of this facility. In the short-term, the City will host the facility in the Community Development offices at 104 Oak Street until the Chamber is able to expand and reconfigure its current offices to provide long-term support. Counseling and support of the center will be provided by Economic Development staff, as well as partnerships that the Chamber and the City expect to forge between the Contra Costa Small Business Development Center and SCORE, America’s Counselors to Small Business.

To begin work on this project, the City requires City Council authorization to accept the grant proceeds, and staff is requesting that these funds are transferred by a budget amendment to the Economic Development Division budget to cover the costs of establishing the Center.

FISCAL IMPACT
The estimated cost for this project is $10,000. Staff recommends acceptance of Citibank Foundation grant funds in the amount of $10,000, as well as an amendment of the same amount to the Economic Development Division 2007/08 Operating Budget by increasing the expenditures budget by $10,000 and increasing the revenue budget by $10,000.
