CITY COUNCIL AGENDA ITEM NO. 13

Meeting Date: February 12, 2008

Subject/Title: Adopt a Resolution amending the 2007/08 – 2011/12 Capital Improvement Program (CIP) to include the budget for the City Wide Sign/Identification Program

Prepared by: Linda Maurer, Economic Development Manager

Submitted by: Howard Sword, Director of Community Development

RECOMMENDATION
Adopt a Resolution amending the 2007/08 – 2011/12 Capital Improvement Program (CIP) to include the budget for the City Wide Sign/Identification Program.

PREVIOUS ACTION
None.

BACKGROUND
The Community Design Element of the General Plan calls for the establishment of gateway monuments and a sign information program throughout the City. Since its adoption of this element, no formal sign program has been established.

In 2006, City staff established a temporary wayfinding sign program throughout the City that provides direction to the City’s Downtown area. It was done as an interim measure until the City was prepared to begin work on the Civic Center and the Downtown Streetscape projects. With those projects ready to move forward, staff is ready to begin the project in earnest, with the first portion of the project involving the planning and design of the various signage needed throughout the City. The construction of signage will likely happen in conjunction with key development projects, including the Civic Center and Downtown Streetscape projects.

Staff has prepared a Request for Qualifications (RFQ) for a sign design firm and is currently in the selection process. The $35,000 request is within the range of design estimates provided to the City.

FISCAL IMPACT
The project budget is estimated to cost approximately $35,000 for the planning and design phase, which has been identified and authorized to come from the General Fund reserves as a non operating expense at the January 22, 2008 City Council meeting. The construction costs are considered unfunded at this time and are estimated to cost approximately $145,000, with the project totaling $180,000. The attached CIP budget sheet reflects funding for these associated costs.
