Subject/Title: Adopt a Resolution approving the classification description and salary range for Assistant Parks and Recreation Director and repeal the classification description and salary range for Landscape/Facilities Manager

Adopt a Resolution approving the classification description and salary range for Assistant Parks and Recreation Director and repeal the classification description and salary range for Landscape/Facilities Manager.

The City Council approved a Resolution approving the classification descriptions and salary ranges for Assistant Finance Director and Assistant Community Development Director when they approved Resolution No. 2007-8 on January 9, 2007.

Staff recently reviewed the probable turnover of upper-level staff due to retirement within the next five to ten years. The review identified the need for a second-level management position, Assistant Director, to assist the Director of Parks and Recreation. Establishing this position will provide an opportunity to prepare staff for the top-level position in Parks and Recreation and will assist with the transition periods when the Department Director retires.

The Assistant Parks and Recreation Director position is an upgrade from currently funded Landscape/Facilities Manager classification which will be repealed. When filled, the Assistant Director will replace the repealed position which will be vacated in April 2008 when the current incumbent retires from service. No fiscal impact is expected in the 2007/2008 fiscal year given both the time it will take to fill the Assistant Parks and Recreation Director position and the savings the City will realize once the incumbent Landscape/Facilities Manager retires.

The annual fiscal impact of this item beginning with the 2008/09 fiscal year is expected to be $12,915 which will be funded by the General Fund, Citywide Parks District Fund, and Facilities Maintenance Internal Service Fund. Staff will include the cost of this item in the proposed 2008/09 Operating Budget amendments which will be brought to Council in the next couple of months.




WHEREAS, staff has identified the probable turn over of upper-level staff over the next five to ten years, and

WHEREAS, establishing a second-level, Assistant Director for the Parks and Recreation Department provides the means to prepare staff for upward movement to top-level classifications, and

WHEREAS, staff prepared a classification description for the new classification of Assistant Parks and Recreation Director, and

WHEREAS, the new classification description is attached as Exhibit A (Assistant Parks and Recreation Director), and

WHEREAS, staff recommends approval of the new classification descriptions as defined and based upon internal equity with existing City classifications and a salary survey of other benchmark jurisdictions, staff recommends the annual salary ranges as follows:

Assistant Parks and Recreation Director $ 94,144.44 - $114,446.04

WHEREAS, staff recommends that the salary range and classification description for Landscape/Facilities Manager is repealed, and

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood approves the classification and salary range provided above.

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
Under administrative direction of the Director of Parks and Recreation to plan, direct, and evaluate the programs and services of the Parks and Recreation Department including construction, development, maintenance and repair of City parks, landscape areas and associated equipment, and facilities and buildings; oversees preparation and implementation of the Department’s Operating budget and applicable Capital Improvement budget; oversees the development of the City’s park system, open space, trails, and landscaped parkways; coordinates ordinates assigned activities with other divisions, departments, and outside agencies; directly oversees administrative staff; provides highly responsible and complex administrative support to the Director; serves as Acting Director in Director’s absence; performs other related duties as required.
The Assistant Parks and Recreation Director is considered a second-level management position. This position works closely with the Director of Parks and Recreation in developing and implementing department-wide goals and objectives, and with division managers and/or supervisors to successfully achieve these objectives. The Assistant Director is responsible to oversee administrative staff. Divisions are managed through this position and responsibilities include overall development, implementation, and administration of divisional and department programs, processes, policies, and/or procedures. As a second-level management position, the Assistant Parks and Recreation Director is also responsible for the development, administration, and control of associated budget(s). This classification is distinguished from the Recreation Manager by the level of professional expertise required and performance of overall management responsibilities within assigned areas. A person appointed to the Assistant Parks and Recreation Director classification is an “at-will” employee.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Assumes management responsibility for assigned services and activities of the Parks and Recreation Department; manages work related to the activities and operations of the Administrative staff, Parks/Landscape Maintenance, and Facilities Divisions including developing, monitoring and coordinating the maintenance, repair and development of City parks, landscaped areas and related buildings and facilities including the City pool; oversees the City’s park system, open space, trails, and landscaped parkways.
2. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures as well as recommendations to revise policies and procedures, including those to meet legal requirements.

3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
4. Plans, directs, coordinates, and/or reviews the work plan for management, supervisory, professional, and technical staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with subordinate managers and staff for planning and evaluation of activities and to identify and resolve problems.
5. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
6. Oversees and participates in the development and administration of assigned Division’s and Department’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
7. Manages a variety of contracts including landscape, custodial, electrical, mechanical, HVAC, alarms, and plumbing; ensures work is in compliance with specifications.
8. Reviews and develops standards for all construction documents, specifications and bid documents for assigned department.
9. Coordinates, reviews, and participates in a variety of project activities; researches, compiles, reviews, and analyzes data for special projects, as well as ensures projects progress on schedule and within prescribed budget and required City guidelines.
10. Conducts or oversees research and preparation of schedules and projections for future landscape and facilities needs.
11. Serves as the liaison for the Parks and Recreation Department, particularly the Administrative and Parks Maintenance Divisions with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
12. Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
13. Provides responsible staff assistance to the Director of Parks and Recreation; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to financial programs, policies, and procedures as appropriate.
14. Attends and participates in professional group meetings; maintain awareness of new trends and developments in the field of landscape/facilities maintenance and park planning and development; incorporates new developments as appropriate.
15. Responds to and resolves difficult and sensitive citizen inquiries and complaints.
16. Serves as the acting Director of the Department in the Director’s absence; makes decisions and provides information as necessary in the Director’s absence.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Principles and practices of program development and administration.
Operations, services, and activities of a comprehensive municipal landscape/facilities maintenance and development program including City parks, landscaped areas and related facilities including the City pool.
Modern and complex principles, practices and techniques of landscape development, parks and landscape maintenance, and arts, recreation and leisure services activity administration, organization, and operation.
Management and supervision principles and practices.
Principles and practices of parks, landscape, and facilities operations and maintenance, including methods, practices, materials, tools and equipment including operational characteristics of standard maintenance equipment common to a landscape/facilities maintenance program.
Principles and practices of program development and administration.
Contract development and administration principles and practices including construction inspection principles.
Plant and facilities engineering management techniques including energy conservation.
Advanced practices, techniques and materials used in design, construction, maintenance and repair of parks, landscaped areas, pools and related facilities, including principles of horticulture and irrigation systems.
Advanced grant development principles and practices.
Advanced procedures used in weed abatement.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training, and performance evaluation.
Personnel policies and practices.
Safety practices and procedures for parks maintenance operations including occupational hazards and standard safety procedures.
Pertinent federal, state, and local laws, codes, and regulations.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Oversee and participate in the management of a comprehensive landscape/facilities maintenance and development program.

Review and interpret designs, plans, and specifications for compliance with current standards, laws, codes, and regulations for solutions to problems, cost estimating, and constructability.

Interpret and apply federal, state, and local policies, laws, and regulations.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Adapt to changing technologies and learn functionality of new equipment and systems.
Communicate clearly and concisely, both orally and in writing.
Deal patiently and tactfully with department/division heads, elected officials, outside agencies, and the public.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor’s degree from an accredited college or university with major course work in park administration, public administration, or a closely related field.
Five years of increasingly responsible professional administrative experience in recreation and/or parks and facilities management, experience including three years of administrative and supervisory experience. Public agency experience is highly desirable.
License or Certificate:
Must possess and maintain appropriate driver’s license.
A Qualified Applicators Certificate issued by the California Department of Pesticide Regulation is highly desirable.
A Certified Arborist Certificate is highly desirable.
A Pest Control Advisor Certificate issued by the California Department of Pesticide Regulation is desirable.
