Subject/Title: Adopt a Resolution approving and authorizing the City Manager or designee to execute a Performance of Work Contract with Western Pacific Signal, LLC, in an amount not to exceed $5,355.75, plus a 10% contingency of $535.58, for a total amount of $5,891.33, for interconnecting Sand Creek Road traffic signals, as part of the Citywide Traffic Signal Interconnect Program, CIP Project No. 336-31500.

RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager or designee to execute a Performance of Work Contract with Western Pacific Signal, LLC, in an amount not to exceed $5,355.75, plus a 10% contingency of $535.58, for a total amount of $5,891.33, for interconnecting Sand Creek Road traffic signals as part of the Citywide Traffic Signal Interconnect Program, CIP Project No. 336-31500.

PREVIOUS ACTION
On June 12, 2007, by Resolution No. 2007-126, City Council adopted the City’s 2007/08 – 2011/12 Capital Improvement Program (“CIP”), which included the Citywide Traffic Signal Interconnect Program, CIP Project No. 336-31500.
BACKGROUND
The City received a grant from the Metropolitan Transportation Commission (“MTC”) for regional signal timing on arterial streets. The grant covers the cost for a traffic engineering consultant to prepare coordinated signal timing plans and program those plans into the traffic signal controller. The grant does not cover the purchase of hardware that is required for the signal timing plans to work efficiently.

The Performance of Work Contract (“Contract”) with Western Pacific Signal, LLC (“Contractor”) is for the interconnecting of Sand Creek Road traffic signals at Brentwood Boulevard, Business Center Drive, O’Hara Avenue, Minnesota Avenue and Fairview Avenue. The full scope of work provided by the Contractor and covered in the Contract includes the following:

• Installation of GPS time source
• Labor
• Hardware
• Interface cables
• Testing and Calibration

This Contract, along with previous work performed by the Contractor under this CIP project, will bring the total amount over the $50,000 requirement for City Council approval. The previous work included either upgrade or modification to twelve existing traffic signals along Balfour Road from West Country Club/American Avenue to Brentwood Boulevard to establish communication for signal coordination.
FISCAL IMPACT
There are sufficient funds available in the approved 2007/08 -2011/12 Capital Improvement Program, which includes the Citywide Traffic Signal Interconnect Program, CIP Project No. 336-31500, to accommodate the $5,355.75, plus a 10% contingency of $535.58, for a total amount of $5,891.33.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A PERFORMANCE OF WORK CONTRACT WITH WESTERN PACIFIC SIGNAL, LLC, IN AN AMOUNT NOT TO EXCEED $5,355.75, PLUS A 10% CONTINGENCY OF $535.58, FOR A TOTAL AMOUNT OF $5,891.33, FOR INTERCONNECTING SAND CREEK ROAD TRAFFIC SIGNALS, AS PART OF THE CITYWIDE TRAFFIC SIGNAL INTERCONNECT PROGRAM, CIP PROJECT NO. 336-31500.
