Subject/Title: Adopt a Resolution creating the Agricultural Enterprise Grant Program as recommended by the Agricultural Enterprise Committee.

RECOMMENDATION
Adopt a Resolution creating the Agricultural Enterprise Grant Program as recommended by the Agricultural Enterprise Committee.

BACKGROUND
For the past several months, the Agricultural Enterprise Committee (AEC) has been reviewing ways to assist local agricultural organizations fund area marketing and enterprise activities for the purpose of promoting the Brentwood agricultural area.

The Committee is recommending the creation of the Agricultural Enterprise Grant Program, attached as Exhibit A to this staff report. Under this grant program, the interest earned on the City’s Agricultural Administration Fund 262 will be made available annually to fund local organizations that help to promote the agricultural viability of the Brentwood region. The grant amount will not exceed the amount budgeted for interest earned in the current fiscal year. The annually funding calculation will be based on the cash balance in the fund at the end of the previous fiscal year less the expenditures budgeted for the current year multiplied by the three-year annual average interest earned at the Local Agency Investment Fund (LAIF).

To be considered for a grant, recipients must specifically market the Brentwood region. The City will only consider reimbursement of tangible costs and will not consider reimbursement for staff or consultant costs. Projects must also be completed within one year of being awarded.

Criteria for awarding eligibility are as follows:

 A completed grant application must be filled out, detailing the project and the estimated project expenditures, and submitted to the City of Brentwood for approval.
 Grant applications will be made available in early January and will be due back to the City by February 1st.
 Staff will review the applications and bring the recommended list of grants to the Agricultural Enterprise Committee at the second meeting in February.
 The City Council will adopt a resolution awarding the annual grants to the local organizations at the first meeting in March. Recipients will be chosen based on priority of projects and funds available in this program.
 Projects must also be completed within one year of being awarded.

All applicants will be notified of award or denial of application via written notice following Council approval.

FISCAL IMPACT
There is no fiscal impact associated with the adoption of this program. The fiscal impact will be associated with Council’s approval of grants to local organizations in March annually. If the Grant Program is adopted by Council the grant amount available for 2007/08 fiscal year will be $30,604. This amount is based on the three-year average interest rate of 3.73 percent, a cash balance as of June 30, 2007 of $1,180,973 and budgeted expenditures for fiscal year 20007/08 of $360,500. Funds for this program are included in the 2007/2008 Operating Budget.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby approves the creation of the Agricultural Enterprise Grant Program as recommended by the Agricultural Enterprise Committee.

Program Summary
The Agricultural Enterprise Grant Program is designed to assist local agricultural organizations fund area marketing and enterprise activities for the purpose of promoting the Brentwood agricultural area. A certain portion of the funds collected by the City for agricultural mitigation will be made available annually to support the activities of these organizations.
Funding Profile
o Under the current ordinance, a portion or all of the interest earned on the City’s Agricultural Administration Fund 262 will be made available annually. The grant amount will not exceed the amount budgeted for interest earned in the current fiscal year. The annual funding calculation will be based on the cash balance in the fund at the end of the previous fiscal year less the expenditures budgeted for the current year, multiplied by the three-year annual average interest earned at the Local Agency Investment Fund (LAIF).

o Upon the adoption of a revised ordinance, new guidelines will be proposed by staff, reviewed by the standing Agricultural Enterprise Committee for a recommendation, and then amended by the City Council by resolution.
Eligibility Criteria
o Grant recipients must specifically market the Brentwood region.
o The City will only consider reimbursement of tangible costs and will not consider reimbursement for staff or consultant costs.
o Projects considered must be annual projects with a completion date of June 30 of the City’s fiscal year.
Grant Procedures
o Grant applications will be made available in early January and will be due back to the City by February 1st.
o Staff will review the applications and bring the recommended list of grants to fund to the Agricultural Enterprise Committee for the second meeting in February.
o The City Council will adopt a resolution awarding the annual grants to the local organizations at the first meeting in March.
o Recipients will be recommended and ultimately chosen based on priority of project and funds available in this program.
o Grant monies awarded to applicants are reimbursed quarterly, via a completed reimbursement form and received by the deadline outlined in the form.
