Subject/Title: Approve Resolution authorizing: (1) the acceptance of monies from the State Citizens Option for Public Safety (COPS) program; (2) the expenditure of the funds for law enforcement purposes; and (3) the Chief of Police to sign any documents necessary to implement the grant.

RECOMMENDATION
Approve Resolution authorizing: (1) the acceptance of monies from the State Citizens Option for Public Safety (COPS) program; (2) the expenditure of the funds for law enforcement purposes; and (3) the Chief of Police to sign any documents necessary to implement the grant.

PREVIOUS ACTION
In September of 2006, the City Council adopted a Resolution accepting $100,000 in State COPS funding.

BACKGROUND
In 1996 AB 3229 was enacted as part of the State budget, which allowed cities to receive State monies for public safety “front lines operations.” The City has since received funding every year from the State, through the County’s Contra Costa Supplemental Law Enforcement Oversight Committee. To satisfy the requirement of AB 3229, a public hearing is required each year in order to allow discussion of the expenditure of those funds. It is anticipated that $100,000 in State funds for FY 07/08 will be transferred to Brentwood again this year. Last fiscal year the Police Department used the funds to purchase weapons and ammunition, tasers, radar units, and gas mask voice amplifiers.

It is anticipated that expenditures this year will be focused primarily on the purchase of additional tasers and related equipment, patrol rifle related equipment and training, and increasing officer’s report writing efficiency through improved technology.

FISCAL IMPACT
The State would provide $100,000 to the Brentwood Police Department for front line law enforcement expenditures.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING: (1) THE ACCEPTANCE OF MONIES FROM THE STATE CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM; (2) THE EXPENDITURE OF THE FUNDS FOR LAW ENFORCEMENT PURPOSES; AND (3) THE CHIEF OF POLICE TO SIGN ANY DOCUMENTS NECESSARY TO IMPLEMENT THE GRANT


WHEREAS, the State of California COPS program provides monies for funding frontline law enforcement needs; and

WHEREAS, the Contra Costa Supplemental Law Enforcement Oversight Committee has been charged with administering the money to local law enforcement agencies; and

WHEREAS, the City of Brentwood is eligible to receive monies for the FY 07/08 budget, it is anticipated these funds will be used for purchasing tasers and related equipment, patrol rifle related equipment and training, and increasing officer’s report writing efficiency through improved technology, and

WHEREAS, on October 9, 2007 the City Council held a public hearing to allow discussion of the expenditure of the funds,

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes (1) the acceptance of monies from the State Citizens Option for Public Safety (COPS) program; (2) the expenditure of the funds for law enforcement purposes; and (3) the Chief of Police to sign any documents necessary to implement the grant.
