RECOMMENDATION
Adopt a Resolution amending Council Policy 110-1 Rule 13.A Procedure for Requests for Future Agenda Items.

PREVIOUS ACTION
At the City Council meeting of September 11, 2007, Council Member Becnel requested amendments be made to Council Policy 110-1, Rule 13.A Requests for future agenda items to streamline the process for Council Members making requests for future agenda items.

January 23, 2007, the City Council adopted Resolution 2007-15 amending Council Policy 110-1 adding Rule 13.A Requests for Future Agenda Items.

BACKGROUND

With the current process it may be at least three Council meetings prior to the Council Members requested item being placed on the agenda for Council action. Staff is proposing the policy be amended to allow Council Members to submit their requests for future agenda items to the City Manager at least one week prior to the City Council meeting. The item will then be placed on the Council agenda under Requests for Future Agenda Items. The item will identify the Council Member making the request and briefly describe the nature of the request. Staff will not spend time on the requested item except to provide assistance to the Council Member to frame the issue so that Council and the public clearly understand the request.

When the item is called, the Council Member making the request will describe the request and the Council may have a brief discussion of the requested item. Upon the concurrence of a majority of the membership of the City Council that staff time and City resources be spent on the item, it shall be scheduled for a future meeting. Council discussion will be limited to whether staff time and City resources should be spent on the item.

A Resolution amending Council Policy 110-1 is attached should Council wish to adopt the procedure related to request for future agenda items.

Any items that are deemed by the City Manager to be of an urgency nature may be automatically placed on the next agenda for consideration.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AMENDING CITY COUNCIL ADMINISTRATIVE POLICY NO. 110-1 (CITY COUNCIL MEETINGS RULES AND PROCEDURES) RULE 13.A REQUESTS FOR FUTURE AGENDA ITEMS
WHEREAS, the City Council wishes to streamline the procedure outlining the process to be used for Requests for Future Agenda Items; and
WHEREAS, Council Members wishing to have an agenda item placed on a future agenda shall ask the City Manager or his/her designee to include the request under the Request for Future Agenda Items section of the agenda. Requests must be made at least one week in advance of the meeting; and

WHEREAS, Council Members who have missed the deadline may make a request under the Requests for Future Agenda Items portion of the agenda; and

WHEREAS, Any items deemed by the City Manager to be of an urgency nature may be automatically placed on an agenda for consideration; and

WHEREAS, the requested item will be placed under the Request for Future Agenda Items section of the agenda and the item will identify the Council Member making the request and briefly describe the nature of the request.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that City Council Administrative Policy No. 110-1 Rule No. 13.A Procedure for Requests for Future Agenda Items is amended in entirety as further described in the attached Exhibit “A”.

RULE NO. 13.A

REQUESTS FOR FUTURE AGENDA ITEMS

Council Members wishing to have an agenda item placed on a future agenda shall make a request under the Request for Future Agenda Items section of the agenda. ask the City Manager or his/her designee to include the request under the Request for Future Agenda Items section of the agenda. Requests must be made at least one week in advance of the meeting. In the alternative, if the deadline is missed, a Council Member may make a request under the Requests for Future Agenda Items section of the agenda.

At the next regularly scheduled City Council meeting the requested item will be listed on the agenda under Request for Future Agenda Items. The item will identify the Council Member making the request and briefly describe the nature of the request. Staff will not spend time on the requested item except to provide assistance to the Council member to frame the issue so that the Council and public clearly understand the request.

When the item is called, the Council Member making the request will describe the request and the Council may have a brief discussion of the requested item. Upon the concurrence of a majority of the membership of the City Council that staff time and City resources be spent on the item, it shall be scheduled for a future meeting. Council discussion will be limited to whether staff time and City resources should be spent on the item. They will not take action on the item itself; Concurrence that staff time and City resources will be devoted to the item does not signify approval of the item, just that the Council wishes to have it studied further and the Council may, at any time, decide not to pursue the item further.

Members of the public requesting an item be added to a future agenda shall have a Council Member sponsor their item. The sponsoring Council Member shall follow those procedure listed above.

Any items deemed by the City Manager to be of an urgency nature may be automatically placed on the next agenda as an action item

I COUNCIL MEMBER REQUESTED ITEM(S) Council may have a brief discussion of the requested item and upon concurrence by the majority of the membership of the City Council present that staff time and City resources be spent on an item, it shall be scheduled for a future meeting. The Council will take no other action on the listed items. Council concurrence that staff time or City resources be spent on an item does not signify approval of a particular item, just that the Council wishes to have it studied further and the Council may, at a future time, decide not to pursue the item further.
