RECOMMENDATION
Adopt a Resolution amending the 2007/08-2011/12 CIP Project for Downtown Streetscape Plan.

PREVIOUS ACTION
On June 12, 2007, by Resolution No. 2007-126, the City Council adopted the City’s 2007/08– 2011/12 Capital Improvement Program that included the Downtown Streetscape Plan in the amount of $6,000,000, which amount is entirely funded by the Brentwood Redevelopment Agency.

BACKGROUND
Tonight, the Brentwood Redevelopment Agency will consider adoption of a resolution approving and authorizing the Executive Director to execute a professional services agreement between Bottomley Design & Planning and the Brentwood Redevelopment Agency to prepare the Downtown Streetscape Master Plan for a not to exceed contract amount of $103,106.

Consequently, the CIP sheet for the Downtown Streetscape Plan requires an amendment for the planned expenditures from $90,000 to $103,106 during the 2007/08 fiscal year.

FISCAL IMPACT
The revised CIP sheet for Downtown Parking Structures reflects an increase from $90,000 to $103,106 in the 2007/08, which is done by a re-alllocation of the total project amount of $6,000,000. The 2007/08 CIP budget of $90,000 represented a preliminary estimate of professional services costs. Further, the negotiated scope of services with Bottomley Design & Planning include several community workshops, as well as supplemental meetings with the civic center architectural and park planning team to coordinate and share ideas to complement and blend the landscapes and hardscapes for a distinct, harmonious district. The costs identified in the CIP sheet are one-time costs. There are no present or future revenues expected to offset the costs.

The Redevelopment Agency has sufficient funds from its 2001 Tax Allocation Bond proceeds for the preparation of this plan. This contract shall be funded entirely by the Redevelopment Agency’s Tax Allocation Bond proceeds, and is included in the Agency’s 2007/08 budget. Finance Department has verified that funding is available.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AMENDING THE 2007/08 – 2011/12 CAPITAL IMPROVEMENT PROJECT FOR DOWNTOWN STREETSCAPE PLAN


WHEREAS, on June 12, 2007, by Resolution No. 2007-126, City Council of the City of Brentwood (“City”) adopted the City’s 2007/08 – 2011/12 Capital Improvement Program (“CIP”), which included the Downtown Streetscape Plan; and

WHEREAS, the CIP expenditures for 2007/08 were estimates of the cost for professional services to prepare a master streetscape plan for the Downtown, and the negotiated scope of services includes several community workshops, as well as supplemental meetings with the civic center architectural and park planning team to coordinate and share ideas to complement and blend the landscapes and hardscapes for a distinct, harmonious district; and

WHEREAS, the Downtown Streetscape Plan Capital Improvement Project is being amended to revise the estimated and planned expenditures for 2007/08 from $90,000 to $103,106, which is done by a re-allocation of the total project in the amount of $6,000,000.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby amend the 2007/08 – 2011/12 Capital Improvement Project for Downtown Parking Structures as shown on the attached Capital Improvement Program project sheet entitled Downtown Streetscape Plan.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 25th day of September 2007 by the following vote:
