Subject/Title: Adopt a Resolution approving the contract documents, awarding the bid and authorizing the City Manager or designee to execute a construction contract and necessary documents for the Signal Modifications and Upgrades (City-wide Battery Back-up), CIP Project No. 336-31320, with Richard A. Heaps Electrical Contractor, Inc., in the amount of $53,625, plus a 10% contingency of $5,362.50, for a total amount of $58,987.50.

RECOMMENDATION
Adopt a Resolution approving the contract documents, awarding the bid and authorizing the City Manager or designee to execute a construction contract and necessary documents for the Signal Modifications and Upgrades (City-wide Battery Back-up), CIP Project No. 336-31320, with Richard A. Heaps Electrical Contractor, Inc., in the amount of $53,625, plus a 10% contingency of $5,362.50, for a total amount of $58,987.50.

PREVIOUS ACTION
On June 12, 2007, by Resolution No. 2007-126, City Council adopted the City’s 2007/08 – 2011/12 Capital Improvement Program (“CIP”), which included the Signal Modifications and Upgrades, CIP Project No. 336-31320.

BACKGROUND
This project will provide battery back-up units at eight (8) existing traffic signals in order to provide power during loss of electrical power from PG&E. With the installation of batteries at these eight (8) locations, all the signals in the City will have the battery back-up system (with exception of signals on Brentwood Boulevard, which are owned by the State Department of Transportation). The battery back-up systems are necessary to ensure circulation at the signalized intersections and will improve safety to motorists and pedestrians during electrical power loss.

Staff sent notices requesting informal bids to six (6) signal contractors on August 7, 2007. Bids were due on August 21, 2007 and a total of two (2) bids were received and are listed below:

Tennyson Electrical, Inc. $59,976

After review of the bid proposals, staff recommends the award of the construction contract for the Signal Modifications and Upgrades (City-wide Battery Back-up), CIP Project No. 336-31320, to Richard A. Heaps Electrical Contractor, Inc., in the amount of $53,625, plus a 10% contingency of $5,362.50, for a total amount of $58,987.50.

FISCAL IMPACT
The funds for this work are included in the adopted 2007/08 - 2011/12 Capital Improvement Program, which includes the Signal Modifications and Upgrades, CIP Project No. 336-31320.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE CONTRACT DOCUMENTS, AWARDING THE BID AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A CONSTRUCTION CONTRACT AND NECESSARY DOCUMENTS FOR THE SIGNAL MODIFICATIONS AND UPGRADES, CIP PROJECT NO. 336-31320, WITH RICHARD A. HEAPS ELECTRICAL CONTRACTOR, INC. IN THE AMOUNT OF $53,625, PLUS A 10% CONTINGENCY OF $5,362.50, FOR A TOTAL AMOUNT OF $58,987.50.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby approve the contract documents, award the bid and authorize the City Manager or designee to execute a construction contract and necessary documents for the Signal Modifications and Upgrades (City-wide Battery Back-up), CIP Project No. 336-31320, with Richard A. Heaps Electrical Contractor, Inc. in the amount of $53,625, plus a 10% contingency of $5,362.50, for a total amount of $58,987.50.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 11th day of September 2007 by the following vote:
