CITY COUNCIL AGENDA ITEM NO. 4

Meeting Date: July 24, 2007

Subject/Title: Adopt a resolution confirming names for new park facilities as recommended by the Parks and Recreation Commission.

Prepared By: Parks and Recreation: Felix Errico, Parks Planner

Submitted by: Craig Bronzan, Director of Parks and Recreation

RECOMMENDATION
Adopt a resolution confirming names for new park facilities as recommended by the Parks and Recreation Commission.

PREVIOUS ACTION

In June 2001, City Council of the City of Brentwood approved a policy regarding the naming/dedication of City facilities.

In May 2004, City Council approved park names as suggested by the Parks and Recreation Commission at their regular meeting of April 23, 2004.

BACKGROUND
For several years, the City of Brentwood has approved subdivisions that include ½ acre and larger parks.

On October 21, 1997, City Council for the City of Brentwood approved Back Nine at Brentwood Country Club Subdivision #7940. As part of the subdivision approval, the developer Blackhawk/Nunn also included a 10 acre public park along Fairview Avenue.

In the Sterling Preserve III, Subdivision #8875 included a park, and through the Siena Village Subdivision #8953 approval process, the developer included a park and trail head.

In all of the subdivisions processed in the City of Brentwood, park concepts have been approved by the Parks and Recreation Commission. Some of these parks are in the process of been completed by the developers without a City Council approved name.

To address this shortfall, park staff met with Park Naming Subcommittee of the Parks and Recreation Commission on May 22, 2007, to generate park names for the park along Fairview Avenue, and the parks in Sterling Preserve III and Siena Village. The subcommittee recommended the following names: Summerset Park for the 10 acre park land adjacent to Fairview Avenue, Cornfield Park for the park inside Sterling Preserve III, Cortona Park and Cortona Trailhead inside the Sienna Village Subdivision. The subcommittee asked staff to agendize the proposed park names on the Parks and Recreation Commission May 24, 2007meeting agenda for approvals.

At the May 24, 2007 meeting, the Parks and Recreation Commission discussed the park names recommended by the Parks and Recreation Commission park naming sub-committee. The Parks and Recreation Commission approved the name chosen by the park naming sub-committee for Summerset Park. However the full Commission considered ‘Cornfield Park’ name at the Sterling Preserve III subdivision inappropriate. The full Commission deliberated, discussed other potential park names and decided to recommend the park within Sterling Preserve III, be named Seedling Park.

On the Siena Village Subdivision #8953 park names, the names were pulled from consideration based on the assumption that the park and trailhead inside Siena Village had been previously named and approved. Subsequently, staff reviewed the last two years of park naming by the Parks and Recreation Commission and determined that the park and trailhead in Sienna Village did not receive park and trailhead names approval. At June 28, 2007, the Parks and Recreation Commission approved the park name and trailhead in Siena Village.

The following park names with locations are being forwarded for City Council approval:
1. On the park land along Fairview Avenue south of Regent Court, the Park Naming Committee recommended Summerset Park, which was approved by the full Parks and Recreation Commission.
2. On the Sterling Preserve III Subdivision #8875, the Park Naming Committee recommended Cornfield Park. However, the Parks and Recreation Commission recommended instead Seedling Park.
3. On the Siena Village Subdivision #8953, the Park Naming Committee recommended Cortona Park, which was approved by the Parks and Recreation Commission.

FISCAL IMPACT

There is no fiscal impact to the city in approving park names for new park facilities by the City Council of the City of Brentwood.
