Subject/Title: Adopt a Resolution approving and authorizing the City Manager or designee to execute a Purchase Order with Bill Brandt Ford, for three (3) new 2008 Hybrid Ford Escapes, replacement vehicles for the Public Works Department – Engineering Division, in an amount not to exceed $79,313.97.

RECOMMENDATION
Adopt a Resolution approving and authorizing the City Manager or designee to execute a Purchase Order with Bill Brandt Ford, for three (3) new 2008 Hybrid Ford Escapes, replacement vehicles for the Public Works Department – Engineering Division, in an amount not to exceed $79,313.97.

PREVIOUS ACTION
On June 14, 2005, by Resolution No. 2005-143, City Council approved the 2005/06 – 2006/07 Operating Budget for the City of Brentwood.

On April 24, 2007, by Resolution No. 2007-75, City Council approved the amendment of the City Council/Administrative Policy No. 10-9, “Use of Vehicles and Related Equipment.”

BACKGROUND
The “Use of Vehicles and Related Equipment,” Policy No. 10-9, contains the guidelines for replacement of City vehicles. The City’s Vehicle Replacement Fund was established to provide funding for the timely replacement of vehicles and capital equipment based upon the estimated cost effective life of the vehicle depending upon usage.

The vehicles proposed for replacement are three inspectors vehicles that are five years old and have been budgeted within the City Council adopted 2005/06 – 2006/07 Vehicle Replacement portion of the Operating Budget.

In attempt to minimize operating expenses and to be more fuel efficient and environmentally friendly, staff has requested the purchase of the Hybrid model of the Ford Escapes.

Specifications were distributed to three vendors for the Ford Escape Hybrid model and the quotes are as follows:
Complete Cost for each vehicle
Bill Brandt Ford $26,437.99
State Bid-Senator Ford $27,487.61
State Bid-Hoblit Motors $27,626.17

FISCAL IMPACT
There are sufficient funds available for this purchase in the Vehicle Replacement Fund from the approved 2005/06 – 2006/07 Operating Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A PURCHASE ORDER WITH BILL BRANDT FORD, FOR THREE (3) NEW 2008 HYBRID FORD ESCAPES, REPLACEMENT VEHICLES FOR THE PUBLIC WORKS DEPARTMENT – ENGINEERING DIVISION, IN AN AMOUNT NOT TO EXCEED $79,313.97.
