RECOMMENDATION
Receive and file informational report on final map approval by the City Manager of Subdivision No. 8906, Vineyards Phase 2B, developed by Shea Homes.

PREVIOUS ACTION
On September 9, 2003, City Council adopted Ordinance No. 759, authorizing the City Manager to approve final subdivision maps and execute subdivision improvement agreements.

On March 16, 2004, by Planning Commission Resolution No. 04-20, Planning Commission approved Tentative Subdivision Map No. 8796.

BACKGROUND
In compliance with State Subdivision Map Act Section 66458 (d), and Municipal Code Section 16.165.030, please be advised that the above-referenced Final Map and associated Subdivision Improvement Agreement have been presented to the City Manager for approval and execution.

Tentative Subdivision Map No. 8796, upon which this Final Map is based, was approved by Planning Commission Resolution No. 04-20, on March 16, 2004. Shea Homes (“Developer”) is developing the property located southeasterly of Vineyards Parkway, and is phasing its final map approvals. There have been three maps under Tentative Subdivision Map No. 8796 that have been previously approved; Final Map No. 8796 (Phase I), which created 266 lots and 60 remainder parcels, Final Map No. 8909, which created 50 lots and 3 remainder parcels, and Final Map No. 8910, which created 78 lots and 8 remainder parcels.

This Final Map No. 8906 consists of 42.40 acres and is being subdivided into 164 lots and 2 non-buildable parcels. Per the conditions of approval of the Tentative Subdivision Map, the Developer will be extending all the utility lines and roadways to serve the 164 residential lots, the 1.18 acres Neighborhood Park and approximately 10.90 acres of City owned agricultural parcel, which will be planted with grapes for wine.

The on-site improvements also include: 6,565 linear feet (“LF”) of waterlines, 4,700 LF of sanitary sewer lines, 2,640 LF of storm drain pipes and 53 decorative street lights. All streets are private and will be maintained by the Home Owners Association (“HOA”).

This Final Map has been checked for conformance with the approved Tentative Subdivision Map and all conditions of approval. The Developer has signed the proposed Subdivision Improvement Agreement, the appropriate improvement security (Faithful Performance and Labor & Materials Bonds) has been posted, and dedications for the appropriate roadways, parcels and easements have been offered.

In order for this Final Map to be recorded, the City Manager needs to approve the Subdivision Map, accept the offers of dedication as shown on the Subdivision Map and also execute the Subdivision Improvement Agreement for Final Map No. 8906.
