Subject/Title: Update from Neighborhood Improvement Committee (NIC)

RECOMMENDATION

Receive update from Neighborhood Improvement Committee and provide direction.

BACKGROUND

The Neighborhood Improvement Committee has been meeting monthly since January of this year. The scope of the Committee was originally defined as follows:

This committee will research and evaluate policies and programs to improve Brentwood’s neighborhoods. “Improvement” is broadly defined to include public safety, property improvements, such as property maintenance, code enforcement, and street trees; as well as behavior which may affect other residents, such as barking dogs.

Since January, the Committee has received updates from staff on the following items:

 A nuisance abatement ordinance currently being drafted that will be coming to the Committee for a recommendation before being presented to the City Council
 Review of the Municipal Code to identify sections that are in need of an update
 Exploration of a Rental Inspection Program, including the options for funding such a program
 Issues related to Group Homes and the City’s ability to regulate these facilities
 Consideration of a Problem Response Team in the Police Department to establish a tracking system for problem properties and mechanism to communicate with the property owners
 The status of an Memorandum of Understanding (MOU) being developed by the County Housing Authority to improve communication between that agency and local law enforcement

At this time the Committee would like to provide an update to the City Council to ensure the direction of the Committee is consistent with Council objectives.

FISCAL IMPACT

This report is informational only. Any items considered by the Committee having a fiscal impact will come back to the Council for consideration prior to implementation.
