Subject/Title: By motion, approve the creation of a standing Agricultural Enterprise Subcommittee and an ad hoc Agricultural Mitigation Ordinance/Policy Subcommittee and appoint Vice Mayor Brockman and Council Member Stonebarger to serve on both subcommittees.

RECOMMENDATION
By motion, approve the creation of a standing Agricultural Enterprise Subcommittee and an ad hoc Agricultural Mitigation Ordinance/Policy Subcommittee and appoint Vice Mayor Brockman and Council Member Stonebarger to serve on both subcommittees.

PREVIOUS ACTION
On January 23, 2007, the City Council approved the formation of an ad-hoc Agricultural Enterprise Committee.

BACKGROUND
The Agricultural Enterprise Committee was originally developed as an ad-hoc committee to primarily deal with issues pertaining to the City’s Agricultural Mitigation Ordinance. The committee has met several times and has made significant progress in addressing issues with the ordinance and administration of the program, including the discontinuance of ongoing administrative funding for the Brentwood Agricultural Land Trust (BALT).

The City Council decision to discontinue future funding for BALT has created a number of inquiries to City staff and to the Agricultural Enterprise Committee regarding current and future conservation easement activities. City staff believes that these inquiries and discussions about conservation easements and their values should be handled in a formal, standing committee setting. Staff recommends maintaining an ad-hoc committee for items relating to the update of the ordinance, but creating a standing committee for all other items relating to the City’s Agricultural Enterprise Program.

Further, staff recommends that the assignment of Vice Mayor Bob Brockman and Councilmember Erick Stonebarger continue on both the ad-hoc committee and the standing committee to address agricultural issues.
