RECOMMENDATION
Receive and file informational report on final map approval by the City Manager of Subdivision No. 8311, Carmel Estates, developed by Pulte Homes.

PREVIOUS ACTION
On September 9, 2003, City Council adopted Ordinance No. 759, authorizing the City Manager to approve final subdivision maps and execute subdivision improvement agreements.

On June 6, 2006, by Planning Commission Resolution No. 06-27, Planning Commission approved Tentative Subdivision Map No. 8311.

BACKGROUND
In compliance with State Subdivision Map Act Section 66458 (d), and Municipal Code Section 16.165.030, please be advised that the above-referenced Final Map and associated Subdivision Improvement Agreement have been presented to the City Manager for approval and execution.

Tentative Subdivision Map No. 8311, upon which this Final Map is based, was approved by Planning Commission Resolution No. 06-27, on June 6, 2006. Pulte Homes (“Developer”) is developing the property located at the southeast corner of Carmel Parkway and Minnesota Avenue, which consists of 36.86 acres and is being subdivided into 106 lots and 11 non-buildable parcels. Per the Conditions of Approval of the Tentative Subdivision Map, the Developer will widen Minnesota Avenue from Sand Creek Road to approximately Randy Way and install a traffic signal system at the intersection of Minnesota Avenue and Carmel Parkway.

The on-site improvements include the widening of Carmel Parkway along the project frontage. Per the Conditions of Approval, the Developer will construct approximately 1.7 acre Public Park and Water Quality Basin which is approximately 0.9 acres. The Water Quality Basin will be owned and maintained by the project Homeowners Association. The on-site improvements also include: 6,600 LF of waterlines, 6,180 LF of sanitary sewer lines, 5,255 LF of storm drain pipes, 34 decorative street lights, 2,800 LF of sound-walls and 2,170 LF of 4’ high brick wall with 2’ wrought iron fence on top.

All streets are private and will be maintained by the Homeowners Association.

This Final Map has been checked for conformance with the approved Tentative Subdivision Map and all Conditions of Approval. The Developer has signed the proposed Subdivision Improvement Agreement, the appropriate improvement security (Faithful Performance and Labor & Materials Bonds) has been posted, and dedications for the appropriate roadways, parcels and easements have been offered.

In order for this Final Map to be recorded, the City Manager needs to approve the Subdivision Map, accept the offers of dedication as shown on the Subdivision Map and also execute the Subdivision Improvement Agreement for Final Map No. 8311.
