Subject/Title: Adopt a Resolution awarding the bid and approving and authorizing the City Manager or designee to execute a Construction Contract and necessary documents with Columbia Electric, Inc., in the amount of $219,998, plus a 10% contingency, for a total amount of $241,997.80, for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670, and the Signal Modifications and Upgrades (Brentwood Boulevard and Second Street), CIP Project No. 336-31320, and also amending the CIP Budget Sheet for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670.

RECOMMENDATION
Adopt a Resolution awarding the bid and approving and authorizing the City Manager or designee to execute a Construction Contract and necessary documents with Columbia Electric, Inc., in the amount of $219,998, plus a 10% contingency, for a total amount of $241,997.80, for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670, and the Signal Modifications and Upgrades (Brentwood Boulevard and Second Street), CIP Project No. 336-31320, and also amending the CIP Budget Sheet for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670.

PREVIOUS ACTION
On May 23, 2006, by Resolution No. 2006-126, City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP), which included the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670 and the Signal Modifications and Upgrades, CIP Project No. 336-31320.

BACKGROUND
Brentwood Boulevard was widened from two lanes to four lanes from Nancy Street to Applewood Common as a federal grant project in 2004. Over the past several years, different development projects also widened portions of Brentwood Boulevard north of Applewood Common to Marsh Creek bridge. Although this portion of Brentwood Boulevard is now wide enough to accommodate four lanes, it is only striped as a two lane road. The existing striping does not provide a smooth transition for traffic to merge from four lanes to two lanes over Marsh Creek bridge. Consequently, traffic bottlenecks at the intersection and drivers illegally use the northbound right turn lane as a through lane, which has raised safety concerns.

Since Brentwood Boulevard is owned by the State of California and falls under the authority of Caltrans, the City of Brentwood must obtain approval from Caltrans prior to performing any work on Brentwood Boulevard. After numerous attempts and plan revisions over the last two years, staff was able to obtain the necessary Caltrans permit for this project. This project will improve traffic flow through the intersection and provide a better transition from four lanes to two lanes.
Adding a second southbound lane will also ease the congestion for southbound traffic at this intersection.

The traffic signal at Brentwood Boulevard and Second Street currently does not have protected left turn signal movements. This project will provide exclusive left turns from Second Street onto Brentwood Boulevard by adding left turn arrows to the signal, which will improve safety and alleviate driver confusion. Audible pedestrian signals will also be added to provide increased safety for the vision impaired.

Staff first advertised the projects for construction beginning February 15, 2007 and bids were opened on Tuesday, March 20, 2007. A total of five (5) bids were received. The bids were reviewed and the lowest, responsive, responsible bid was received from Columbia Electric, Inc.

The five (5) bids were as follows:

Staff recommends the award of the Construction Contract for the Brentwood Boulevard Traffic Improvements, and the Signal Modifications and Upgrades to Columbia Electric, Inc., in the amount of $219,998, plus a 10% contingency, for a total amount of $241,997.80.

The construction industry has recently seen increases due to higher material costs for steel, cement, concrete, asphalt, copper, etc., causing higher bid amounts than expected. Since the low bid was higher than the construction budget, the CIP Budget Sheet must be amended to reflect this increase. Therefore, after review of the low bid, it appears that the unit price items are at a reasonable cost, considering the recent trend in higher costs for labor and materials.

FISCAL IMPACT
The Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670, is included in the adopted 2006/07 – 2010/11 Capital Improvement Program. The low bid amount of $152,609, plus the 10% contingency, for a total of $167,869.90, is higher than the amount in the budget; therefore, staff is recommending that the project budget be amended to reflect an increase of $20,000, to accommodate this overage. This project is funded by Roadway Facility Fees and the General Fund. Staff has confirmed with the Finance Department that there are sufficient funds to cover the proposed amended budget.

The Signal Modifications and Upgrades, CIP Project No. 336-31320, is included in the adopted 2006/07 – 20010/11 Capital Improvement Program, and the budget includes sufficient funds for the construction of the Signal Modifications and Upgrades project, in the amount of $67,389, plus a 10% contingency of $6,738.90, for a total amount of $74,127.90.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AWARDING THE BID AND APPROVING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A CONSTRUCTION CONTRACT AND NECESSARY DOCUMENTS WITH COLUMBIA ELECTRIC, INC., IN THE AMOUNT OF $219,998, PLUS A 10% CONTINGENCY, FOR A TOTAL AMOUNT OF $241,997.80, FOR THE BRENTWOOD BOULEVARD TRAFFIC IMPROVEMENTS, CIP PROJECT NO. 336-31670 AND THE SIGNAL MODIFICATIONS AND UPGRADES, CIP PROJECT NO. 336-31320, AND ALSO AMENDING THE CIP BUDGET SHEET FOR THE BRENTWOOD BOULEVARD TRAFFIC IMPROVEMENTS, CIP PROJECT NO. 336-31670.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby award the bid and approve and authorize the City Manager or designee to execute a Construction Contract and necessary documents with Columbia Electric, Inc., for a total contract amount of $219,998, plus a 10% contingency, for a total amount of $241,997.80 for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670 in the amount of $152,609, plus the 10% contingency, for a total of $167,869.90, and the Signal Modifications and Upgrades, CIP Project No. 336-31320, in the amount of $67,389, plus a 10% contingency, for a total amount of $74,127.90,; and also amend the CIP Budget Sheet for the Brentwood Boulevard Traffic Improvements, CIP Project No. 336-31670.
