RECOMMENDATION
Approve a Resolution in support of the East County Trail Plan and authorize staff from the Parks and Recreation Department to participate in the planning of the trail system.

BACKGROUND
In 2004, Supervisor Greenberg and Supervisor Glover convened a multi-jurisdictional effort to coordinate trail planning in East County with goals to develop a trail network providing continuous coverage from Bay Point to Discovery Bay, and to include trails that will accommodate all users including pedestrians, bicyclists, and equestrians. The trails will include both paved and unpaved trails, for both recreational use and transportation use.

In 2006, County Supervisor Mary Piepho, District III, requested a formal letter of support for this effort for all agencies involved (see attachment). Agencies committed to this effort include East Bay Regional Park District, City of Antioch, City of Pittsburg, City of Oakley, Contra Costa Water District, environmental groups, bicycle advocacy groups, and equestrian advocates, among other interested parties.

With formal approval of the attached Resolution, City staff will participate in meetings with this group and be involved in the planning of the East County Trail Plan.

FISCAL IMPACT
No fiscal impact at this time. Participation in regional planning efforts is already a responsibility of Parks and Recreation Department staff.

RESOLUTION NO.



A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD SUPPORTING THE EAST COUNTY TRAIL PLAN AND AUTHORIZING STAFF FROM THE PARKS AND RECREATION DEPARTMENT TO PARTICIPATE IN THE PLANNING OF THE TRAIL SYSTEM.


WHEREAS, on March 9, 2004 the Contra Costa County Board of Supervisors unanimously approved a Board Order that authorized staff from the Contra Costa Community Development and Public Works Departments to participate in a multi-jurisdictional effort to coordinate trail planning throughout eastern Contra Costa County; and

WHEREAS, the Contra Costa County Board Order also authorized District III and IV Supervisors, on behalf of the Board, to contact the cities of Antioch, Brentwood, Oakley and Pittsburg, the East Bay Regional Park District, Contra Costa Water District and other affected parties to request their participation; and

WHEREAS, County Supervisor Mary Piepho, District III has asked for a letter of support for this project authorizing City of Brentwood staff involvement; and

WHEREAS, the City of Brentwood Parks, Trails and Recreation Master Plan was adopted in June 2002 and Goal #5 identified the need for developing and expanding trails in and around Brentwood;

NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Brentwood hereby authorizes staff of the Parks and Recreation Department to participate in a multi-jurisdictional effort to coordinate trail planning throughout eastern Contra Costa County.
