Subject/Title: Adopt a Resolution adopting the City of Brentwood 2007 Strategic Plan

RECOMMENDATION
Adopt a resolution adopting the City of Brentwood 2007 Strategic Plan

PREVIOUS ACTION
In February 2005, City Council held their planning workshop and developed a Two Year Action Plan which outlined steps for future growth through various projects and programs. The Two Year Action plan was updated quarterly and its progress was reported to City Council. Once those projects included in the Two Year Action Plan were completed or neared completion, City Council felt that that a more global approach to future planning was necessary. It was agreed to forego project-based planning and replace that concept with a strategic plan.

In November 2006, the City of Brentwood Executive Team held a three-day strategic planning workshop in which they identified seven (7) strategic initiatives that defines both our short-term and long-term vision and that gives staff direction on how to proceed now and act as a roadmap for our future. This strategic plan will be used to communicate the City Council’s priorities to City staff, citizens, investors, the media, potential employees and other external customers, such as neighboring cities or other regional partners.

On February 24, 2007, City Council held their annual goal setting workshop wherein they reviewed the Executive Team Strategic Plan. In addition to agreeing to the plan overall, they prioritized elements of each initiative to begin working on immediately.

BACKGROUND
This document replaces the City Council Two Year Action Plan that was developed in April 2005. Developing tactical plans for each of the seven initiatives will create a more comprehensive road map, through which to address issues globally. In addition, this format allows for the Strategic Plan to be a living document through which all levels of the organization can participate in its success.

FISCAL IMPACT
All projects are either included in the current budget or will be brought to the Council for consideration for funding as the project moves forward.

A RESOLUTION OF THE CITY COUNCIL OF CITY OF BRENTWOOD ADOPTING THE CITY OF BRENTWOOD 2007 STRATEGIC PLAN

WHEREAS, in February 2005, the City Council held their planning workshop and developed a Two Year Action Plan which outlined steps for future growth through various projects and programs. The Two Year Action plan was updated quarterly and its progress was reported to the City Council; and

WHEREAS, once those projects included in the Two Year Action Plan were completed or neared completion, the City Council felt that that a more global approach to future planning was necessary. It was agreed to forego project-based planning and replace that concept with a strategic plan; and

WHEREAS, in November 2006, the City of Brentwood Executive Team held a three-day strategic planning workshop in which they identified seven (7) strategic initiatives that define both our short-term and long-term vision; that gives staff direction on how to proceed now; and acts as a roadmap for our future; and

WHEREAS, this strategic plan will be used to communicate the City Council’s priorities to City staff, citizens, investors, the media, potential employees and other external customers, such as neighboring cities or other regional partners; and

WHEREAS, on February 24, 2007, City Council held their annual goal setting workshop wherein they reviewed the Executive Team Strategic Plan; and

WHEREAS, adoption of the Strategic Plan is not considered to be a “project” pursuant to Section 15378(b) of the California Environmental Quality Act (CEQA) Guidelines, and is therefore not subject to CEQA; as a result, no further environmental review is necessary; and

WHEREAS, all recommendations identified in the Strategic Plan will be reviewed for compliance with CEQA at such time as they are moved forward for action; and the appropriate level of environmental review will be determined for each recommendation in accordance with the CEQA Guidelines; and

WHEREAS, this document replaces the City Council Two Year Action Plan that was developed in April 2005; and

WHEREAS, all projects are either included in the current budget or will be brought to the City Council for consideration for funding as the project moves forward.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby adopts the City of Brentwood 2007 Strategic Plan.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 24th day of April 2007 by the following vote:
