Subject/Title: Adopt a Resolution approving and authorizing the purchase of
a replacement Solid Waste backhoe loader from Papé Machinery and authorizing
the City Manager or her designee to execute a purchase order and necessary
documents in an amount not to exceed $124,255.89.

Adopt a Resolution approving and authorizing the purchase of a replacement
Solid Waste backhoe loader from Papé Machinery and authorizing the City
Manager or her designee to execute a purchase order and necessary documents
in an amount not to exceed $124,255.89.
On February 24, 2004, by Resolution No. 2004-40, City Council adopted
Purchasing Policy 10-7.
On January 23, 2007, by Resolution No. 2007-17, City Council adopted the
Vehicle Replacement Program as part of the 2006/07 Operating Budget
amendments, which includes this backhoe loader.
The current unit, a Bobcat loader, is due for replacement in fiscal year
2006/07 through the Vehicle Replacement Program. This loader has served the
operation well and was originally ordered at a time when the City loaded
20-30 tons of refuse per day. The transfer station operation is now ten
years older and processes over 140 tons per day and growing.
The Solid Waste Division needs upgraded equipment that can pile up
materials, load and grab bulky items with a 4-in-1 bucket, remove materials
from overloaded transfer trailers with the extendable backhoe boom, load
bales and pallets onto flatbeds with a fork attachment and sweep the
Transfer Station with a sweeper attachment.
Solid Waste staff researched backhoes with input from the Fleet and Water
Divisions and concluded that selecting the John Deere backhoe loader would
be the most practical purchase for the Solid Waste Division and for the
City. In addition, this equipment is compatible with other backhoes in the
City, which helps to standardize the fleet and enables the use of different
attachments on multiple backhoes.
In compliance with Purchasing Policy 10-7, three bids were solicited. The
bids received are as follows:
Papé Machinery $124,255.89
RDO Machinery $138,062.05
Coastline Equipment $145,233.61
Staff has selected Papé Machinery, as they are the lowest responsible
This purchase has been budgeted in the 2006/07 Operating Budget. A total of
$73,005 will be expended through the Council-approved Vehicle Replacement
Fund. The cost difference of $51,250.89, to upgrade equipment, will be
expended through the Solid Waste Enterprise Fund for a total amount not to

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND
AUTHORIZING THE PURCHASE OF A REPLACEMENT SOLID WASTE BACKHOE LOADER FROM
PAPÉ MACHINERY AND AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE A
PURCHASE ORDER AND NECESSARY DOCUMENTS TO COMPLETE THE PURCHASE IN AN AMOUNT
NOT TO EXCEED $124,255.89.
WHEREAS, on February 24, 2004, by Resolution No. 2004-36, City Council
adopted Purchasing Policy 10-7; and
WHEREAS, on January 23, 2007, by Resolution No. 2007-17, City Council
adopted the Vehicle Replacement Program under the 2006/07 Operating Budget
for the City of Brentwood; and
WHEREAS, a backhoe loader was budgeted for replacement in the 2006/07
Operating Budget Vehicle Replacement Program; and
WHEREAS, staff has selected equipment that is capable of using multiple
attachments; therefore, offering significant improvement to the Enterprise’s

City Manager or her designee to execute a purchase order and necessary
documents to complete the purchase in an amount not to exceed $124,255.89.
