RECOMMENDATION
Adopt a Resolution approving and authorizing submittal of a grant application to 100 Best Communities for $25,000 and authorizing the City Manager or her designee to execute and submit all necessary documents related to the grant.

BACKGROUND
On behalf of the City Council on January 25, 2007, the City of Brentwood was recognized as one of the 100 Best Communities for Young People, in a national competition sponsored by American’s Promise – The Alliance for Youth. The 100 Best Communities for Young People competition honors outstanding efforts on behalf of young people by multiple sectors of communities.

The Alliance is making available a total of $300,000 in grant funds to help 100 Best applicants deliver more promises to more young people in 2007. Any community that submitted a 100 Best application in Fall 2006 will be eligible to apply for up to $100,000 to resource their collaborative plan for delivering more promises to more kids in their community.

The Parks and Recreation Department is designing an innovative program for middle and high school girls to develop encourage and enhance a positive self image. The City would utilize an existing program and curriculum called “Girls Circle” whose outcomes significantly increase self-efficacy, body image and social connection. In conjunction with this program we plan to offer two forums, one for high school and one for middle school girls, focusing on healthy choices, positive female identity, self-esteem and embracing diversity.

Staff recommends applying for 100 Best Communities grant funds to deliver more promises to more teens in our community.

FISCAL IMPACT
This action will have a positive fiscal impact in that it will secure $25,000, depending on project costs with no matching funds required. Any expenses incurred would be neutral as we would use the grant money for the program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING AND AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO 100 BEST COMMUNITIES FOR $25,000 AND AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE AND SUBMIT ALL NECESSARY DOCUMENTS RELATED TO THE GRANT.

WHEREAS, the City of Brentwood was awarded 100 Best Communities for Young People; and

WHEREAS, the Alliance is making available a total of $300,000 in grant funds to help 100 Best applicants deliver more promises; and

WHEREAS, the City of Brentwood Parks and Recreation Department has designed an innovative program for middle and high school girls; and

WHEREAS, the City of Brentwood would deliver more promises to more youth in our community;

NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Brentwood hereby authorizes and approves the submittal of a grant application to 100 Best Communities for grant funds for $25,000 and further authorizes the City Manager or her designee to execute and submit all necessary documents
