Subject/Title: Approve 1) the re-appointments of Helen Myers, Barbara Guise, and Joe Trebino and the appointments of Wanda Grossclose and Bart Schneider to the Arts Commission for three-year terms expiring December 31, 2009; and 2) the recommendations related to future Commissioner interviews, appointment of City Council Art Commission liaison and alternate, future filling of Commission vacancies.

RECOMMENDATION
Approve 1)the re-appointments of Helen Myers, Barbara Guise, and Joe Trebino and the appointments of Wanda Grossclose and Bart Schneider to the Arts Commission for three-year terms expiring December 31, 2009; and 2) the recommendations related to future Commissioner interviews, appointment of City Council Art Commission liaison and alternate, future filling of Commission vacancies.

PREVIOUS ACTION
On September 26, 2000, the City Council approved Ordinance 647 forming the Arts Commission. The first six Arts Commissioners were sworn in on January 9, 2001.

BACKGROUND
Barbara Guise, Helen Myers, and Joe Trebino were all original appointees to the Arts Commission serving three-year terms. The first three-year terms for Barbara Guise, Helen Myers expired on December 31, 2003, and their second three-year terms expired on December 31, 2006. If re-appointed this will become, by City ordinance, their final three-year term.

Wanda Grossclose and Bart Schneider would be new appointments to the Arts Commission and if appointed, their three-year terms would expire on December 31, 2009. At which time they would be eligible for re-appointment for two additional three-year terms.

Mayor Taylor requested that an Interview Subcommittee comprised of Mayor Taylor and Councilmember Stonebarger conduct interviews, and recommend appointments directly to the Council. On January 29, 2007 the Interview Subcommittee met and interviewed a total of five candidates, three for re-appointment and two for appointment, and hereby recommends that the Council approve the re-appointments of Helen Myers, Barbara Guise, and Joe Trebino and the appointments of Wanda Grossclose and Bart Schneider to the Arts Commission for a three-year terms expiring December 31, 2009.

The Interview Subcommittee, additionally recommends the following for City Council approval:
1. Future Arts Commissioner interviews will be conducted by the Interview Subcommittee;
2. Mayor Taylor to be appointed as the City Council’s Arts Commission liaison, with Councilmember Stonebarger being named as the alternate so that City Council has representation at Arts Commission meetings and on the Public Art Subcommittee;
3. Future vacancies on the Commission should not be filled until the Commission membership is reduced to 12 members;
4. At that time, a revision to the Arts Commission Ordinance should be considered to reduce from 25 to 12.

Additionally, the Subcommittee is supportive of the Arts Commission’s request to consider the establishment of an “Associate Arts Commissioner” position but would recommend that it be limited to 3 positions to start. The Arts Commission will bring this item back at a future meeting for the Council’s consideration.

FISCAL IMPACT
There is no fiscal impact.
