Subject/Title: Adopt a Resolution approving the Contract Documents, awarding the Construction Contract and authorizing the City Manager to execute said Contract for the Downtown Parking Lot – Phase II (Old Police Station), CIP Project No. 337-37190 with Antioch Paving Company in the amount of $88,200, plus 10% contingencies of $8,820 for a total contract amount of $97,020.

RECOMMENDATION
Adopt a Resolution approving the Contract Documents, awarding the Construction Contract and authorizing the City Manager to execute said Contract for the Downtown Parking Lot – Phase II (Old Police Station), CIP Project No. 337-37190 with Antioch Paving Company in the amount of $88,200, plus 10% contingencies of $8,820 for a total contract amount of $97, 020.

PREVIOUS ACTIONS
On May 23, 2006, by Resolution No. 2006-126, City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP).

On July 25, 2006, by Resolution No. 2006-171, City Council amended the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP), to include the Downtown Parking Lot – Phase I & II (Old Police Station), CIP Project No. 337-37190.

On July 25, 2006, by Resolution No.RDA-114, the Redevelopment Agency amended its 2006/07 budget to include the demolition and construction of Downtown Parking Lot, CIP Project No. 337-37190, in the amount of $315,000.

On July 26, 2006, a contract with RGM & Associates was executed for construction management services for the Downtown Parking Lot, CIP Project No. 337-37190 in the amount of $35,139.50.

On September 19, 2006, a contract with BKF Engineering, Inc. was executed for civil engineering and surveying services for the Downtown Parking Lot, CIP Project No. 337-37190, in the amount of $13, 750.

On December 21, 2006, a contract with Delta Oilfield Services, Inc. for Downtown Parking Lot – Phase I, (Demolition of Old Police Station) was executed at a contract price of $31,348.90.

BACKGROUND
Downtown Parking Lot Phase I consisted of the removal of the old police station with all the hazardous material it contained. Phase II consists of constructing 15 additional parking spaces to serve the Downtown Area. Improvements include grading, paving, lighting, striping and signage. The new parking spaces will include two van accessible disabled access parking spaces. Staff received five bids through the informal bid process. The lowest responsible bidder, Antioch Paving Company, was under the engineers estimate for this phase.

FISCAL IMPACT
The funds will be paid by the Redevelopment Agencies Tax Allocation Bond, Series 2001, as part of CIP Project 337-37190, which are included in the City’s adopted 2006/07 – 2010/11 Capital Improvement Program and the Agency’s 2006/07 budget. The Agency approved the funding of this project on July 25, 2006 by Resolution No. RDA -114.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE CONTRACT DOCUMENTS, AWARDING THE CONSTRUCTION CONTRACT AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT FOR THE DOWNTOWN PARKING LOT – PHASE II (OLD POLICE STATION), CIP PROJECT NO. 337-37190 WITH ANTIOCH PAVING COMPANY IN THE AMOUNT OF $88,200, PLUS 10% CONTINGENCIES OF $8,820 FOR A TOTAL CONTRACT AMOUNT OF $97,020.

WHEREAS, parking in downtown is impacted; and

WHEREAS, additional parking spaces are necessary to developing and maintaining a vital downtown; and

WHEREAS, on May 23, 2006, by Resolution No. 2006-126, City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP); and

WHEREAS, on July 25 ,2006, by Resolution No. 2006-171, City Council amended the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP), to include the Downtown Parking Lot – Phase I & Phase II (Old Police Station), CIP Project No. 337-37190; and

WHEREAS, on July 25, 2006 by Resolution No. RDA- 114, the Redevelopment Agency of the City of Brentwood amended its 2006/07 budget to include the Downtown Parking Lot – (Old Police Station), CIP Project No. 337-37190; and

WHEREAS, based on the “Downtown Brentwood Parking Study” submitted as part of the Downtown Specific Plan, and approved by City Council on November 16, 2005, the City and Agency recognize the need for implementing the short-term strategies for maximizing the utilization of parking in the Downtown which includes a new surface parking lot at the old police station site, 100 Chestnut Street; and

WHEREAS, the old Police Station contained hazardous materials and needed to be abated; and

WHEREAS, in Phase I the hazardous material was abated and building was raised; and

WHEREAS, through the informal bid process staff received bids from five bidders with the lowest bid from Antioch Paving Company in the amount of $88,200 for asphalt work, concrete installation, lighting, and striping for the 100 Chestnut Street parking lot,

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby approve the Contract Documents, award the Construction Contract and authorizes the City Manager to execute said Contract for the Downtown Parking Lot – Phase II (Old Police Station), CIP Project No. 337-37190 with Antioch Paving Company in the amount of $88,200, plus a 10% contingency of $8,820, for a total amount of $97,020.
