Subject/Title: Adopt a resolution approving and authorizing the City Manager to execute a contract with AT&T/SBC for internet services in the amount of $30,888 per year, for three (3) years, for a total contract amount of $92,664, plus a one time installation cost of $325 and to make non-material changes to the contract in consultation with the City Attorney

RECOMMENDATION
Adopt a resolution approving and authorizing the City Manager to execute a contract with AT&T/SBC for internet services in the amount of $30,888 per year, for three (3) years, for a total contract amount of $92,664, plus a one time installation cost of $325 and to make non-material changes to the contract in consultation with the City Attorney.

BACKGROUND
Currently all City facilities obtain their internet service from two T-1 lines (2.8 Mega Bits per second), located at the Technology Center’s Data Room. These T-1 lines are leased from AT&T/SBC at a current cost of $24,600 per year. Internet service is provided to City Hall, and other facilities, via a wireless connection from the Technology Center.

Due to a lack of generator and air-conditioning back-up systems in the Technology Center, all City facilities lose internet service during power outages. Therefore, staff is recommending all internet services and hardware be relocated from the Technology Center to the Data Center located at the new Police Facility. As part of the relocation, staff will also be able to upgrade the data transmission capability of the T-1 lines. Relocating and upgrading these services will provide the following benefits:

• Back-up systems at the Data Center will ensure no interruption in internet services during power outages.
• Upgrading the T-1 lines will increase the data transmission from 2.8 to 10 Mega Bits per second. This upgrade will: 1) increase the speed of web access by citizens utilizing the City’s website, 2) allow for continuous web streaming of Council meetings, 3) allow City staff to retrieve information quicker on the Internet, 4) give the City the ability to deploy more e-government and 5) accommodate additional simultaneous usage, without degradation, as the City population grows.
• All City servers will be located at the more secure Data Center facility.
• Internet service at the City Hall can be delivered via the fiber optic cable, instead of a wireless connection. As the City utilizes more e-government services over the web, the additional capacity and reliability of a fiber connection is essential for the City

Staff obtained quotes from service providers and found that by contracting through AT&T/SBC, the City will save approximately $18,000 per year for the same service. Staff recommends contracting with AT&T/SBC to ensure this cost savings.

FISCAL IMPACT
Funding for this contract derives from the Information Systems Budget.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH AT&T/SBC FOR INTERNET SERVICES IN THE AMOUNT OF $30,888 PER YEAR, FOR THREE (3) YEARS, FOR A TOTAL CONTRACT AMOUNT OF $92,664, PLUS A ONE TIME INSTALLATION COST OF $325 AND TO MAKE NON-MATERIAL CHANGES TO THE CONTRACT IN CONSULTATION WITH THE CITY ATTORNEY

WHEREAS, City of Brentwood currently obtains internet service from SBC by leasing two T-1 lines at 2.8 MBits at the cost of $24,600 per year; and

WHEREAS, City of Brentwood receives the internet service via wireless connection from the Technology Center where there is no generator or backup air-conditioning to maintain the service during a power outage; and

WHEREAS, by moving the internet service from Technology Center to the secure City Data Center at the Police Facility connection back to the City Hall will be via fiber optics cable; and

WHEREAS, City of Brentwood internet speed will increase from 2.8 to 10 Mbits for faster access of City’s website for the Citizens; faster retrieval of information for City staff and the ability to deploy more e-government over the web; and

WHEREAS, Staff obtained quotes from other internet service providers and found by contracting through AT&T/SBC, the City will save approximately $18,000 per year for the same service.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the contract with AT&T/SBC for internet services, in the amount of $30,888 per year for three (3) years for a total contract amount of $92,664, plus a one time installation cost of $325, is approved and the City Manager is authorized to execute and make non-material changes to the contract in consultation with the City Attorney.

PASSED, APPROVED AND ADOPTED by the Council of the City of Brentwood at a regular meeting held on the 24th day of October 2006 by the following vote:
