CITY COUNCIL AGENDA ITEM NO. 8

Meeting Date: September 12, 2006

Subject/Title: Accept the 2005/06 Annual Report of Fee Waivers and Donations

Prepared by: Denise Davies, Chief Finance Officer

Submitted by: Pamela Ehler, City Treasurer/Director of Finance and Information Systems

RECOMMENDATION
Accept the 2005/06 Annual Report of Fee Waivers and Donations.

PREVIOUS ACTION
On January 24, 2006, the City Council approved Resolution No. 2006-18 amending the Council/Administrative Policy Manual to add a new Policy No. 10-12 related to the Policies and Procedures for Requests for Use of City Funds and repealed Resolution No. 99-99.

On April 13, 1999, The City Council adopted Resolution No. 99-99 authorizing the City Manager to adjust City utility charges for community-based, non-profit groups.

BACKGROUND
When the City Council passed Resolution No. 2006-18 on January 24, 2006, it established procedures and criteria to be used for fee waivers and/or donations. It also established that an annual report will be provided to the City Council of fee waivers or reductions and/or donations. The attached document also includes contributions to other agencies and recipients of the Business License Grant Program. This has been done in an effort to show the complete picture of the impact of funds given or fee waivers given to other agencies or groups.

This policy has been in effect for approximately eight months and is currently under review to be brought back to the City Council for changes to the Policy to clarify questions that have arisen during this period.

FISCAL IMPACT
Contributions, grants, donations or fee waivers made by the City of Brentwood for fiscal year 2005/06 has had the effect of reducing fund balance as indicated:

• General Fund ($ 1,667,934)
• Solid Waste Enterprise Fund ($1,250)
• Agricultural Administration Fund ($132,265)
