CITY COUNCIL AGENDA ITEM NO. 4

Meeting Date: August 22, 2006

Subject/Title: Adopt a Resolution awarding and approving a construction management contract with Granite Construction in the amount of $2,554,088 plus a 10% contingency, for a total contract amount of $2,809,497 for the 2006/07 Pavement Management Program, CIP Project No. 336-30830; and authorizing the City Manager to execute the same and any related documents.

RECOMMENDATION
Adopt a Resolution awarding and approving a construction management contract with Granite Construction in the amount of $2,554,088 plus a 10% contingency, for a total contract amount of $2,809,497 for the 2006/07 Pavement Management Program, CIP Project No. 336-30830; and authorizing the City Manager to execute the same and any related documents.

PREVIOUS ACTION
On April 25, 2006, by Resolution No. 2006-79, City Council authorized the City Manager to execute a Professional Service Agreement with Harris & Associates for design services for the 2006 Pavement Management Program, CIP Project No. 336-3083.

On May 23, 2006, by Resolution No. 2006-126, City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program that included the Pavement Management Program, CIP Project No. 336-3083.

BACKGROUND
The City typically conducts a survey of existing roads every three years and after analyzing the data and input from staff, determination is made on which roads need immediate and urgent pavement repairs. These repairs will reduce the maintenance cost for these portions of road for many years to come. The list of streets included in this year’s program is as follows:

Construction (Asphalt Rubber Overlay):
• Walnut Blvd. (between southerly City Limits and Balfour Road)
• Balfour Road (between Brentwood Blvd. and 200’ east of Hickory Drive)
(Balfour Road is bid as Alternate Bid “A”)

Asphalt Overlay:
• Central Blvd. (between Brentwood Blvd. and Union Pacific Railroad)
• Second Street (between Brentwood Blvd. and Central Blvd.)
• O’Hara Avenue (between Second Street and Central Blvd.)
• Dainty Avenue (between Walnut Blvd. and 930 Dainty Avenue)
• Minnesota Avenue (between Balfour Road and Deer Creek Channel)
(Minnesota Avenue is bid as Alternate Bid “B”)

The 2005/06 and 2006/07 Pavement Management Programs are being combined into one project to be completed by June 2007. It was more efficient and cost effective to combine the two projects due to the timing of the contracts and the savings realized for the various materials due to the volumes for the combined projects.

The City advertised the project for construction beginning Thursday, June 29, 2006 and bids were opened on August 10, 2006. A total of two bids were received. The bids were reviewed and the lowest responsive, responsible bid was received from Granite Construction. The two bids were as follows:

1. Granite Construction $2,554,088
2. Bay Cities Paving & Grading $3,397,025

Staff recommends the award of the construction contract for the 2006 Pavement Management Program, CIP Project No. 336-30830 to Granite Construction for the amount of $2,554,088 plus a 10% contingency, for a total amount of $2,809,497.

FISCAL IMPACT
The 2006/07 Pavement Management Program construction contract is for the amount of $2,554,088, plus a 10% contingency, for a total amount of $2,809,497. The 2006/07 funds associated with this work are included in the adopted 2006/07 – 2010/11 Capital Improvement Program. A total of $2,609,497 is budgeted through the General Fund and $200,000 is funded through Measure C.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AWARDING AND APPROVING A CONSTRUCTION MANAGEMENT CONTRACT WITH GRANITE CONSTRUCTION IN THE AMOUNT OF $2,554,088 PLUS A 10% CONTINGENCY, FOR A TOTAL CONTRACT AMOUNT OF $2,809,497 FOR THE 2006/07 PAVEMENT MANAGEMENT PROGRAM, CIP PROJECT NO. 336-30830; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE SAME AND ANY RELATED DOCUMENTS.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood does hereby award and approve a construction management contract with Granite Construction in the amount of $2,554,088 plus a 10% contingency, for a total contract amount of $2,809,497 for the 2006/07 Pavement Management Program, CIP Project No. 336-30830; and authorizes the City Manager to execute the same and any related documents.
