Subject/Title: Approve a Resolution amending the 2006/2007 Redevelopment Agency Budget to include the demolition of the existing building and the installation of a surface parking lot located at 100 Chestnut Street.

RECOMMENDATION
Approve a Resolution amending the 2006/2007 Redevelopment Agency Budget to include the demolition of the existing building and the installation of a surface parking lot located at 100 Chestnut Street.

PREVIOUS ACTION
On May 23, 2006, by Resolution No. 2006-126, City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program (CIP).

On June 27, 2006, the Redevelopment Agency approved the Redevelopment Agency’s 2006/2007 budget.

BACKGROUND
As part of the analysis and preparation of the Downtown Specific Plan, a parking study was commissioned to evaluate existing and future conditions related to parking supply and demand within the Downtown Area. The findings and recommendations of the February 2005 Fehr & Peers Downtown Brentwood Parking Study were approved by the City Council as part of the Downtown Specific Plan.

The report concluded that most parking problems for Downtown are due to poor parking utilization and infrequent turnover. The study recommended several short-term strategies for maximizing the utilization of parking and for encouraging Downtown employees to park elsewhere than in front of their place of business, which should be reserved for and used by customers. The short-term strategies included among other strategies, a new, but interim, surface parking lot at the old police station site located at 100 Chestnut Street. Should a long-term parking strategy of building a parking structure in the Downtown be approved by the Council in the future, the interim surface parking lot would be re-used for a higher and better commercial use as allowed by the Downtown Boulevard zone, such as retail, office or housing.

To implement this short-term strategy, the project will consist of the demolition of the existing modular building, installation of a new surface parking lot, stripping of the parking lot, landscaping and lighting and a monument sign. The project will create approximately 40-45 parking spaces for the Downtown. Staff has received an estimate for the project of approximately $315,000.

The City and Agency recognize that investing in the Downtown is an essential component of proving to the private sector, businesses and residents how serious the community is about revitalizing and strengthening its historic town center.

The relocation of the City Hall to PD redundant network will also be necessary and is included in the cost.

FISCAL IMPACT
The attached CIP budget sheet reflects funding for the demolition of the existing building, installation of the parking lot, lighting, landscaping and installation of a monument sign and relocation of the City Hall to PD redundant network, for a total cost not to exceed $315,000. This project shall be funded by the Redevelopment Agency’s 2001 Tax Allocation Bond proceeds. Annual Operating and Maintenance for the parking lot will be funded by the City.

A companion agenda item appears on tonight’s City Council agenda for an amendment to the Capital Improvement Program to include this project.

RESOLUTION NO.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BRENTWOOD AMENDING THE 2006/07 BUDGET TO INCLUDE THE CONSTRUCTION OF THE 100 CHESTNUT STREET PARKING LOT

WHEREAS, on May 23, 2006, by Resolution No. 2006-126, the City Council adopted the City’s 2006/07 – 2010/11 Capital Improvement Program; and

WHEREAS, On June 27, 2006, the Redevelopment Agency approved the Redevelopment Agency’s 2006/2007 budget; and

WHEREAS, based on the “Downtown Brentwood Parking Study” submitted as part of Downtown Specific Plan, and approved by City Council on November 16, 2005 the City and Agency recognize the need for implementing the short-term strategies for maximizing the utilization of parking in the Downtown which includes a new surface parking lot at the old police station site, 100 Chestnut Street; and

NOW, THEREFORE BE IT RESOLVED by the Redevelopment Agency of the City of Brentwood that

1. The Redevelopment Agency’s 2006/07 Budget is hereby amended to include $315,000 in the budget for the 100 Chestnut Street parking lot; and

2. The Agency Treasurer is authorized to appropriate funds from the Redevelopment Agency of the City of Brentwood Tax Allocation Bonds, Series 2001 to fund the Chestnut Street parking lot in the amount of $315,000.
